PROJECT OVERVIEW
ACCESS Health through its wholly owned subsidiary Quality Healthcare Access Private Limited is implementing a project to support the consideration and potential inclusion of innovative retinal therapies, within Ayushman Bharat PM-JAY and selected state health insurance schemes. The work involves translating available clinical, real-world and economic evidence into a payer-oriented value proposition and practical Health Benefit Package (HBP), while assessing existing reimbursement structures, treatment pathways, affordability and health-system requirements.
The project will involve national and state-level stakeholder engagement, including consultations with government authorities, health agencies, clinical experts and other relevant stakeholders. Key activities include evidence synthesis, development and adaptation of technical dossiers and HBP packages, stakeholder mapping, technical consultations, support for state-level policy processes, response to technical queries and coordination of implementation-related inputs where applicable. This is a facilitation and policy advocacy role. The state government engagement officer would be expected to work closely with the state health authority and support their day to day administrative work as well.
KEY RESPONSIBILITIES
Government Engagement & Relationship Management
- Establish and maintain regular engagement with the State Health Assurance Society (SHA), Department of Health and other relevant government stakeholders in Odisha.
- Identify key decision-makers, State Medical/Technical Advisory Committee and government or private institutions entry points for the state-level process in HBP revision.
- Facilitate meetings, discussions and follow-ups with relevant officials in the SHA/departments.
- Maintain an engagement and query tracker covering meetings, submissions, queries, responses and pending actions.
- Coordinate timely follow-up with government stakeholders and internal/technical teams or medical advisory committee.
Stakeholder Mobilisation & Consultations
- Identify, map and mobilise relevant state stakeholders, including retina specialists, public and private hospital clinicians, private institutions, scheme administrators and technical experts.
- Support planning, coordination as well as facilitation the state expert consultation and document key discussions, recommendations and follow-up actions.
Support to SHAS routine activities
- Work closely with state team of SHAS and ACCESS Health to deliver required technical
- assistance for implementation of PMJAY.
- Support and undertake various capacity building initiatives to strengthen the key medical
- management functions such as capacity building, audits, claims adjudication etc as requested by the state.
- Generate key programmatic insights periodically to support PMJAY scheme
- for better planning of program implementation.
- Develop program reports/papers/ briefing notes, guidelines and presentations as required by the state and national team.
QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications
- Master’s degree in Public Health, Health Informatics, Health Policy, Healthcare Management, Public Policy, Data Analytics, or a related field.
- Minimum 3 years’ experience in Healthcare/ Health Insurance/ TPA or Insurance company or public health/ healthcare consulting with robust knowledge of insurance and government engagement.
Experience
- Experience of working with State Health Agencies, State Health Departments, NHM, government health schemes or other public health institutions.
- Demonstrated experience in government stakeholder engagement, coordination and relationship management, particularly at the state level.
- Experience in health insurance/health financing, Health Benefit Packages (HBP), government schemes or healthcare policy would be preferred.
Skills & Competencies
- Strong government engagement and relationship-building skills.
- Excellent verbal communication.
- Strong coordination, follow-up and stakeholder management skills.
- Ability to work independently and navigate state government processes.
- Knowledge of the PMJAY and Odisha insurance health system/government health schemes would be desirable.
- Knowledge of Odia language would be desirable.
- Willingness to travel across the state for stakeholder mobilisation
NATURE OF EMPLOYMENT:
The selected candidate shall be offered a fixed term contract for six months
