ORGANISATION BACKGROUND:
 
Bharat Rural Livelihoods Foundation (www.brlf.in) is an autonomous body established in 2013 under the Ministry of Rural Development through a Union Cabinet decision by the Government of India. With a vision to transform the lives and livelihoods of the most vulnerable populations across India, BRLF plays a crucial role in fostering and facilitating civil society action in partnership with the government and people’s institutions. Its mandate encompasses a range of objectives, including bridging the gap between program outlays and outcomes, improving implementation of government flagship programs, providing grant support to civil society organisations (CSOs), and promoting partnerships for inclusive, sustainable development. BRLF has a pan-India mandate and focuses on tribal geographies, particularly those in the Central Indian tribal belt and Northeast India. The focus has been on the states with the most concentration of tribal population which are Gujarat, Rajasthan, Maharashtra, Madhya Pradesh, Telangana, Odisha, West Bengal, Jharkhand, Chhattisgarh, Assam, Mizoram.
 
To achieve its objectives, BRLF follows a networked approach for nurturing the appropriate institutional and programmatic ecosystem for enhanced interventions in sustainable livelihoods for tribal rural communities. The collaborative model actively engages various key stakeholders, including the government, private philanthropies, public and private sectors under corporate social responsibility (CSR), Civil Society Organizations (CSOs) and Community- based Institutions (CBOs and PRIs). The unique collaborative model facilitated by BRLF successfully harnesses the collective strengths of these institutions to design and scale rural development initiatives effectively. Key Responsibilities for Resource Person
 
Resource Persons across the following thematic areas. Applicants may indicate one primary theme (areas of expertise) and up to two secondary themes:
  • CBOs – Vulnerability and poverty understanding, inclusion, Community Mobilisation, Institution Building & Governance of women’s collectives (SHG, VO, CLF, FPOs, PG/PC, Gram Panchayat etc.) – formation, management, social, financial management, marketing and value addition and convergence roles, Legal Compliances, Governance, GPDP, Participatory planning and Participatory training skills development etc.
  • Livelihoods – Farm, Non-Farm, Handlooms & Handicrafts, Entrepreneurship Development, NTFP (concepts, planning, implementation and management), Different livelihoods-related topics, Digital marketing, models such as Integrated Farming Systems (IFS), Skill Development etc.
  • Gender and Gender mainstreaming, integration across all programs such as livelihoods and governance, and intersectionality. 
  • Forest Rights – Act, CFR, IFR, claim process, forest-based livelihoods, etc.
  • Watershed Development & Natural Resource Management, Water, Sanitation and Hygiene (WASH)
  • Organization Development and Team development: OD (Diagnosis, Data feedback, intervention and evaluation), Strategic planning, team building, Project management skills, Visioning, Leadership development,
  • Soft skills: Communication, Documentation, Proposal Writing & Resource Mobilization, AI, presentation, etc.
Key Responsibilities
  • Deliver cross-state trainings, workshops and Training of Trainers (ToTs)
  • Support development of training curricula, modules, manuals and learning materials
  • Provide technical and strategic advisory support to BRLF programmes
  • Strengthen capacities of community institutions, partner organisations and development professionals
Eligibility
  • Postgraduate degree in Social Work, Rural Development, Development Studies, Public Policy, Social Sciences, Management, Education, Economics, Agriculture, Agri/Rural Business Management, Veterinary Science, Animal Husbandry, Fisheries, Aquaculture, Sericulture, Textile Science or related disciplines.
  • 8–12 years of relevant professional experience with demonstrated thematic expertise.
  • Proven experience in designing and delivering ToTs, national workshops or large-scale capacity building programmes.
  • Experience working with community institutions and development programmes across states.
  • Applicants should not be in full-time employment with any institution at the time of empanelment.
Desired Experience
  • Strengthening SHGs, CLFs, FPOs and producer institutions including governance systems, legal compliance and financial management.
  • Experience in livelihood promotion, enterprise development, value chains and market linkages.
  • Knowledge of agriculture, livestock, fisheries, sericulture, NTFP or integrated farming systems.
  • Experience in NRM, watershed development, WASH and gender mainstreaming.
  • Experience in leadership development, project management, proposal writing and organizational strengthening.
APPLICATION PROCESS: Eligible candidates are interested in this position requested to apply through Link. Renumeration for Resource Person would be 8,000/- to 15,000 (per day depending upon experince).

Note: BRLF invites applications for the empanelment of Resource Persons across various thematic areas. This empanelment is intended for onboarding Resource Persons and does not constitute a job or employment position. Engagement will be assignment- and need-based, and will be initiated through formal work orders issued at least 15 days in advance. Renewal of empanelment after three years will be based on performance, availability, and continued relevance to BRLF’s thematic needs.
