About the Project
This project, implemented by PSMRI in partnership with the STOP TB Partnership and supported through the U.S. Department of State, aims to strengthen tuberculosis (TB) detection and linkage to treatment among underserved tribal populations across India. Phase 1 of the initiative will screen approximately 2 million people across 24 districts in 8 high-burden states using 150 mobile screening teams equipped with AI-enabled portable digital X-ray and molecular diagnostic tools. The project will deploy a large field workforce supported by strong monitoring and program management structures to ensure quality, speed, and accountability. The following role contributes to this effort by supporting community screening, diagnostics, coordination, monitoring, and linkage to TB treatment under the National TB Elimination Programme (NTEP).
About the Role :
The Program Specialist – TB will support day-to-day project management, coordination, and implementation tracking at the national level. The role will ensure effective execution of planned activities, coordination with states, and timely monitoring of project progress.
The role is expected to work towards,
1. Support in overall program design, planning, and execution strategy for project interventions
2. Support operationalization of project plans across states
3. Coordinate with state teams to ensure timely implementation of activities
4. Track progress against approved plans and timelines
5. Follow up on action points from review meetings
6. Identify implementation bottlenecks and escalate to Senior Program Specialist and Project Lead
7. Document field learnings, challenges, and success stories
8. Ensure day to day project implementation tracking including declaration of outbreak, provision of differentiated TB care for all diagnosed
9. Align project approach with National TB Elimination Programme (NTEP) priorities and guidelines
10. Identify and align with newer technologies to be deployed as pilot interventions in project geographies
11. Review state and district performance
12. Facilitate regular quarterly review by NTEP
13. Work closely with RMLE teams to:
a. Interpret project data and trends
b. Identify gaps in performance and coverage
c. Translate data into strategic program decisions
14. Ensure integration of M&E insights into program planning and execution
15. Promote data-driven culture across project team
16. Support to create standard SoPs for field operations including
a. Operational Camp flow
b. Data entry processes
c. Pre camp preparations including community engagement and mobilisation
d. Post camp engagement for treatment initiation, adherence, screening for TPT, resistance testing
17. Support training of staff, recording and presenting project process, strategies and results

Essential Qualifications :
Master’s degree in public health / community medicine/ health administration/ development science or related field.
Essential Experience and Skills :
• Minimum 5-8 years of experience in public health programs with significant focus on TB
• Experience of providing technical assistance to government programmes (TB/health/nutrition) and the government information systems will be preferred;
• Demonstrated experience working with or supporting the National TB Elimination Program or other National Health Programs
• Experience in working with government stakeholders, particularly at national level (e.g., State TB Cell, Central TB Division, National Health Mission)
• Proven experience at national or state level program management, including design and scale-up of public health interventions
• Strong experience in program strategy, planning, and performance management
• Experience in donor-funded programs and working with development partners
• Hands-on experience in implementation of key TB program areas:
o Active Case Finding (ACF)
o TB Preventive Therapy (TPT)
o Diagnostics (X-ray, NAAT)
• Strong understanding of TB epidemiology, program strategies, and operational challenges in India
• Experience in data-driven program management, including working with RMLE/M&E systems
• Experience in designing frameworks, KPIs, and monitoring systems
• Exposure to digital health tools and data platforms in public health programs
• Ability to develop high-quality technical documents, reports, and policy briefs
• Fluency in English and Hindi (reading, writing & oratory skills) is a prerequisite. Knowledge of other languages spoken in India would be an asset;
• Ability to effectively communicate, network and negotiate with a diverse range of stakeholders (internal and external), to achieve program objectives;
• Ability to work independently and good problem-solving skills;
• Ability to seamlessly multitask in a fast-paced environment, set priorities, and meet deadlines;
• Should be a team player with strong training & mentoring skills.
Additional preference (Desirable):
• Proven experience in working with tribal communities or in rural/underserved areas, with a particular focus on youth or students.
• Experience working with multi-stakeholder groups, including government agencies, NGOs, and local community leaders.
