About the Project
This project, implemented by PSMRI in partnership with the STOP TB Partnership and supported through the U.S. Department of State, aims to strengthen tuberculosis (TB) detection and linkage to treatment among underserved tribal populations across India. Phase 1 of the initiative will screen approximately 2 million people across 24 districts in 8 high-burden states using 150 mobile screening teams equipped with AI-enabled portable digital X-ray and molecular diagnostic tools. The project will deploy a large field workforce supported by strong monitoring and program management structures to ensure quality, speed, and accountability. The following role contributes to this effort by supporting community screening, diagnostics, coordination, monitoring, and linkage to TB treatment under the National TB Elimination Programme (NTEP).
About the Role
The State RMLE Lead will be responsible for operationalizing Monitoring, Evaluation, Learning, and Research functions at the state level, ensuring effective implementation, data-driven decision-making, and continuous program improvement. The role will work in close coordination with State TB Cell, district teams, and implementation partners under the guidance of the State Lead
The role is expected to work towards,
1. Support roll-out, customization, and adoption of digital health platforms across districts for
a. Data reporting and automated dashboards
b. Surveillance
c. Patient management
d. CHV supervision
2. Ensure functional integration and data synchronization/verification with Ni-kshay at state and district levels
3. Adapt and operationalize the state-specific M&E plan aligned with national framework and project goals
4. Ensure systematic tracking of inputs, outputs, and outcomes across districts and facilities
5. Institutionalize data use mechanisms (review meetings, dashboards, feedback loops) at state and district levels
6. Facilitate incorporation of learning into program strategy refinement
7. Ensure timely, complete, and accurate data collection and reporting from districts and partners
8. Compile and analyze program data to generate district-wise and state-level insights
9. Develop periodic analytical reports, dashboards, and presentations for:
a. State TB Cell
b. District Program reviews
c. Internal program management
10. Establish and implement data quality assurance mechanisms
11. Provide actionable feedback to district and blocks to improve program performance
12. Support NTEP in data driven advocacy and decision making
13. Conduct regular field visits to district and blocks for
a. Monitor program implementation
b. Validate data quality
c. Identify operational gaps and bottlenecks
14. Provide on ground mentoring to districts M&E on processes and tools
15. Document best practices, innovation and challenges
16. Lead preparation of state level program and reports, including:
a. Monthly/quarterly progress reports
b. Review meeting presentations
c. Donor and internal reports
17. Support development of:
a. Technical briefs
b. Guidance/policy notes
c. Case studies and success stories
18. Ensure standardisation and quality of reporting formats across districts
19. Support contextualization and implementation of research studies at state level
20. Develop/adapt data collection tools and assessment frameworks
21. Identify state-specific research priorities based on program gaps
22. Facilitate data collection, supervision, and quality assurance for research activities
23. Translate data into clear, actionable insights for program improvement
24. Contribute to research proposals, concept notes, and documentation
25. Support dissemination of findings to state stakeholders and partners
26. Build capacity of district RMLE staff, program teams, and partners on:
a. Data collection and reporting
b. Data analysis and interpretation
c. Use of digital tools
27. Facilitate review meetings and learning forums to promote data use culture

Essential Qualifications
Master’s degree in statistics/ public health / economics/ demography/ development science or related field.
Essential Experience and Skills
• Minimum 5-6 years of experience in the field of M&E, data management and MIS handling;
• Experience of providing technical assistance to government programmes (TB/health/nutrition) and the government information systems will be preferred;
• Experience of research writings in form of papers/presentations at national/international platforms
• Experience on data collection tools, apps for data collection and support development of dashboard visualization software
• Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies;
• Excellent computer skills including MS Office and SPSS/Stata;
• Strong data analysis and visualization skills;
• Fluency in English and Hindi (reading, writing & oratory skills) is a prerequisite. Knowledge of other languages spoken in India would be an asset;
• Ability to effectively communicate, network and negotiate with a diverse range of stakeholders (internal and external), to achieve program objectives;
• Ability to work independently and good problem-solving skills;
• Ability to seamlessly multitask in a fast-paced environment, set priorities, and meet deadlines;
• Should be a team player with strong training & mentoring skills.
Additional preference (Desirable)
• Proven experience in working with tribal communities or in rural/underserved areas, with a particular focus on youth or students.
• Experience working with multi-stakeholder groups, including government agencies, NGOs, and local community leaders.
