CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
The main objective of legislations, programmes and services related to Child Protection (CP) is to promote, protect and fulfil children’s rights to protection from abuse, neglect, exploitation and violence as expressed in the UN Convention on the Rights of the Child and other human rights, humanitarian and refugee treaties and conventions, as well as national laws. The response to child protection issues requires a multidimensional approach to address and prevent all forms of deprivations, violence, abuse and exploitation of a child. Child protection work aims to prevent, respond to, and resolve the abuse, neglect, exploitation and violence experienced by children in all settings. It is a specialist sector in its own right but of necessity works very closely with other sectors. It requires a multi-disciplinary and multi-sectoral approach (linking closely, for example, with work in education, health and criminal justice).
Increasing the effective protection of children also involves working with a wide range of formal and informal bodies, including governments, multilateral agencies, donors, communities, carers, and families.
The state of Chhattisgarh is prone to various types of vulnerability of children, whether in labor, crimes, marriage or abuse and violence. Issues of protection are amongst the most sensitive and serious, especially in context of civil strife. Child marriage is much rampant with women aged 20-24 years married before 18 years (%) is 21.3 in Chhattisgarh as compared to 26.8 of India. While women aged 15-19 years who were already mothers or pregnant at the time of the survey (%) is 4.8 for Chhattisgarh as against 7.9 for India (NFHS). However, one cannot strictly rely on the given data as this issue is widely prevalent amongst the tribal community as a social norm, e.g. Adolescents can or be forced to start living with each other and in most cases, become pregnant or get infected. Child labor is a cross-cutting issue across the state. The Government is not ready to acknowledge this fact. Around 2013, the Labor Dept. conducted a survey where they claimed that the state had 91 child labors only, which doesn’t reflect the reality, this does not reflect the real picture.
