CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
West Bengal, located in eastern India along the Bay of Bengal, is highly vulnerable to multiple natural disasters due to its topography, including low-lying coastal areas, the Sundarbans delta, major river systems like the Ganges, Brahmaputra tributaries, and proximity to seismic zones. The state faces recurring threats from cyclones and storm surges — frequent tropical cyclones from the Bay of Bengal, such as Amphan (2020) and Yaas (2021) caused widespread damage in coastal districts like South 24 Parganas - floods during monsoon and heavy rainfall incidents as well as river overflows, often exacerbated by climate change. Other hazards include droughts in some regions, heat waves, occasional earthquakes in northern and western parts, and landslides in hilly areas.
Risk Informed Programing of UN ORGANISATION supports SDMAs and sectoral line departments to assess and anticipate risks, identify, and implement program adaptation actions leading to enhanced preparedness and resilience. UN ORGANISATION is implementing robust multi-sectoral risk informed programing in West Bengal while need based technical assistance is also provided to most vulnerable and natural disaster affected districts. In WB, UN ORGANISATION is working with the Dept. of Disaster Management & Civil Defense and other line departments to implement risk informed programing.
