1. Background
Sightsavers India is implementing the Inclusive Education (IE) Programme in Howrah district of West Bengal with the objective of promoting equitable access to quality education for children with disabilities through strengthened systems, community engagement, and collaboration with government stakeholders. The programme works closely with schools, Block Resource Centres (BRCs), government departments, communities, parents, and children with disabilities to ensure inclusion and improved educational outcomes.
Sightsavers India intends to engage a Documentation Specialist to develop a comprehensive learning document capturing the programme approach, implementation experiences, key learnings, challenges, innovations, and impact stories from the field.
2. Purpose of the Assignment
The purpose of this assignment is to develop a high-quality learning document on the Inclusive Education Programme implemented by Sightsavers India in Howrah, West Bengal. The document will serve as a knowledge and advocacy resource showcasing programme processes, outcomes, best practices, lessons learned, and stakeholder experiences.
3. Duration of Assignment
The assignment duration will be for one month from the date of signing of the agreement.
4. Scope of Work
The Documentation Specialist will undertake the following activities:
- Conduct detailed discussions with the Inclusive Education team in Howrah.
- Review relevant programme documents, reports, monitoring data, case studies, and communication materials.
- Visit programme intervention areas, schools, communities, and Block Resource Centres (BRCs). • Interact with beneficiaries including children with disabilities, parents, teachers, community members, and other stakeholders.
- Conduct interviews and consultations with relevant government officials and education department representatives.
- Document programme approaches, implementation processes, achievements, challenges, innovations, and lessons learned.
- Capture success stories and field insights that reflect the impact of the programme.
- Develop and submit a professionally written learning document incorporating feedback from Sightsavers India.
- Coordinate with the Sightsavers India team for review, editing, and finalisation of the document.
5. Expected Deliverables
The consultant is expected to deliver the following:
- Inception note with proposed methodology and work plan.
- Field visit and stakeholder consultation summary.
- First draft of the learning document.
- Revised draft incorporating feedback from Sightsavers India.
- Final learning document in editable and print-ready formats.
6. Methodology
The Documentation Specialist is expected to adopt a participatory and qualitative documentation approach involving field observations, stakeholder interviews, focused discussions, desk review of programme documents, and collection of beneficiary narratives.
7. Reporting and Coordination
The Documentation Specialist will work closely with the Sightsavers India Inclusive Education team in Howrah and will report to the designated PO/SPL of Sightsavers India, WB.
8. Travel and Field Visits
The consultant will be required to travel within Howrah district for programme visits, consultations, and field documentation activities. Coordination support for field visits will be facilitated by the Sightsavers India team.
9. Qualifications and Experience
The Documentation Specialist should possess:
- Demonstrated experience in documentation, report writing, or development communication. • Experience in preparing learning documents, case studies, impact reports, or programme documentation for development sector projects.
- Excellent writing and editing skills in English.
- Experience working with education, disability inclusion, or social development programmes will be preferred.
- Strong interpersonal and communication skills for engaging with communities and government stakeholders.
10. Payment Terms
Payments will be made after submission and approval of agreed deliverables.
11. Confidentiality
All information, documents, photographs, interviews, and data collected during the assignment shall remain confidential and shall not be shared or published without prior written approval from Sightsavers India.
12. Ownership of Deliverables
All deliverables produced under this assignment, including drafts, final reports, photographs, and supporting materials, shall remain the intellectual property of Sightsavers India.
13. Agreement
The consultancy agreement shall be signed between Sightsavers India and the selected Documentation Specialist for the duration of the assignment. The consultant will function as an independent consultant and not as an employee of Sightsavers India.

Sightsavers India reserves the right to reject any or all proposals and to negotiate terms and conditions with the selected agencies. The acceptance of any proposal is at the sole discretion of Sightsavers India.
