Counsellor – 1 Post
1. Duties and Responsibilities
a) The Counsellor shall provide services in facility-based settings as well as through outreach/community settings by undertaking field visits, in a confidential and ethical manner, strictly in accordance with the national guidelines and periodic instructions issued under the National AIDS Control Programme (NACP) and the National STD Control Programme.
b) To counsel and educate the targeted population (Transport Worker) on prevention, testing and treatment of HIV, STIs and related co-infections through one-to-one and group counselling sessions, using appropriate communication tools such as posters, flip books, flyers, audio-visual materials, tele-counselling and virtual platforms, etc.
c) To conduct risk assessment of the target population and provide appropriate follow-up services based on the assessed risk level of clients.
e) To initiate and strengthen HIV and syphilis screening services at facility and field/outreach settings.
h) To create an enabling and supportive environment to address and reduce stigma and discrimination.
i) To provide family planning counselling to eligible HIV-positive clients and ensure follow-up referrals and linkages.
j) To provide counselling to adolescents and young people on sexual and reproductive health (SRH), including prevention, testing and treatment of HIV, STIs and related co-infections. To provide counselling and follow-up services for at-risk non-reactive/negative clients in accordance with national guidelines, including comprehensive prevention models, periodic HIV/STI testing, and appropriate referrals and linkages including 1097.
k) To ensure follow-up services for HIV and STI reactive/positive individuals through field visits/outreach, including confirmatory testing, registration at treatment facilities and adherence counselling.
l) To ensure follow-up services for HIV and STI reactive/positive children through field visits/outreach, including confirmatory testing, viral load testing, registration at treatment facilities and adherence counselling.
n) To coordinate with outreach workers, field staff, ANMs, ASHAs, and other stakeholders to ensure confirmatory testing, registration, treatment linkages and adherence counselling for HIV/STI reactive individuals.
t) To ensure proper use and maintenance of kits, commodities and equipment provided under NACP, including maintenance of cold chain as per guidelines.
u) To carry out data recording and reporting, including data entry on IT-enabled platforms, for services delivered as per national guidelines.
2. Training and Capacity Building
To participate in review meetings, trainings and capacity-building activities as per instructions issued from time to time.
3. Other Responsibilities
To perform any other duties assigned under NACP as per instructions issued from time to time.
Reporting
The Counsellor shall report to the Programme Manager and shall function in accordance with the general rules and regulations of the organization during the period of engagement.
Tenure of the Post
The post shall be on a contractual basis for an initial period of one year and shall be renewable subject to annual performance review.
Salary: 16000/- per month and Travel expenses as per NACO guideline.
