Baseline Study
Community Development: From Margin to Many – Phase III
The Synodical Board of Social Services of The Church of North India
CNI-SBSS is implementing the project "Community Development: From Margin to Many – Phase III" from August 2026 to July 2029. The project aims to reduce poverty and vulnerability by enabling climate-resilient, nutrition-secure communities through sustainable farming, diversified livelihoods, and improved dietary diversity.
The programme will reach approximately 235 villages across six states — Maharashtra, Odisha, Jharkhand, West Bengal, Punjab, and Assam — covering around 6250 households and benefiting Scheduled Castes, Scheduled Tribes, women, youth, adolescent girls, and smallholder farmers.
CNI-SBSS invites quotations from qualified consultants, research institutions, universities, and evaluation agencies to conduct an independent Baseline Study to establish benchmark values for project indicators and provide a foundation for future monitoring, learning, and evaluation.
2. Purpose of the Baseline Study
The assignment shall:
• Establish benchmark values for all approved project indicators
• Assess the socio-economic status of target households
• Examine existing agricultural practices and climate resilience measures
• Assess nutritional status, dietary diversity, and access to nutrition-related services
• Review access to government schemes and social protection programmes
• Examine gender relations, women's participation, and decision-making
• Assess youth engagement and leadership within communities
• Identify opportunities, risks, and recommendations for effective project implementation
• Develop a baseline database for future monitoring and end-line comparison
The baseline study will cover selected representative villages across the six project states. Estimated coverage:

The consultant shall propose an appropriate sampling methodology ensuring representation across states, gender groups, social categories, and project themes.
A. Desk Review
Review all relevant project documents including the approved project proposal, Theory of Change, logframe and indicator framework, previous phase evaluation reports, monitoring reports, and relevant secondary and government data.
B. Field Research
Conduct household surveys, Focus Group Discussions (FGDs), Key Informant Interviews (KIIs), community consultations, institutional assessments, stakeholder interviews, and field observation. Methodology must ensure adequate participation of women, youth, farmers, community leaders, and government stakeholders.
C. Data Analysis
Undertake quantitative analysis, qualitative analysis, gender-disaggregated analysis, state-wise comparative analysis, vulnerability analysis, and climate and nutrition analysis.
