Introduction
KHPT is a registered non-profit organization that has, for over two decades, worked alongside India’s most vulnerable communities to improve their health and wellbeing. Our journey began in 2003 with focused initiatives to reduce the prevalence of HIV in Karnataka, and since then, our work has expanded to address a wide range of public health issues across the country. In places where health remains out of reach, held back by stigma, silence or systemic gaps, we have worked to change that reality. We believe the answers already exist in local knowledge, the culture of the place, and in collective intent. While health is our focus, we see it in its full context shaped by poverty, gender, social norms, urbanization and climate. KHPT has been selected as a Non-Government Principal Recipient (NGPR) for The Global Fund to Fight AIDS, Tuberculosis and Malaria (The Global Fund), for the grant cycle 2024-2027, for the TB grant in India. The key project elements include community engagement, capacity building and technical assistance. The major interventions of the project encompass (i) TB Champion Engagement across 14 states and one UT (ii) TB Mukt Grama Panchayath activities in 13 states (iii) Nationwide Technical Assistance for Direct Beneficiary Transfer (DBT) and Pradhan Mantri TB Mukt Bharat Abhiyan (PMTBMBA) - Sustaining the adoption initiative and strengthening service delivery linkages (iv) Strengthening counselling and patient support systems. KHPT will partner with suitable organisations as Sub Recipients (SRs) in implementing the project. The Major Stakeholders include The Global Fund, The Central TB Division (CTD), State National TB Elimination Program (State NTEP) and Local Funding Agent (LFA).
KHPT is seeking applications for the following position.

National Consultant - Urban TB and Migration

Positions: 1

Location: Central TB Division, New Delhi

Project Period: 01-July-2026 to 31-Mar-2027
2-4 days travel to project locations in a month.

Qualification, Skills & Competencies:
• Master’s degree in public health, Epidemiology, Statistics, Social Sciences, or related field.
• Minimum 5-7 years of experience in monitoring and evaluation of public health programmes.
• Experience in TB programmes/NTEP and understanding of differentiated care approaches is highly desirable.
• Strong skills in: Data analysis and interpretation and Use of data visualization and reporting tools
• Programme evaluation methodologies
• Experience working with government systems and large-scale health programmes.
• Excellent analytical, communication, and report-writing skills.
• Leadership capability and multi-tasking ability.
• Good Interpersonal & communication skills
• Outstanding analytical, spreadsheet and accounting software skills;
• Ability to design and deliver training programme related to the subject
• Excellent oral and written communication skills in English and the ability to communicate cross-culturally
• Willingness to travel.

Roles and Responsibilities:

The National Consultant – Differentiated TB Care is to provide technical and operational oversight for urban interventions at the National level. Ensure a synchronized approach across diverse states and metropolitan hubs. Act as a strategic liaison between the Central TB Division (CTD), and various State TB Cells (STCs), focusing on regions with high-burden concentrations. Support the Central TB Division (CTD), in the implementation of National Operational Framework, which prioritizes the management of Multi-Drug-Resistant TB (MDR-TB), intensified private sector engagement, and the mitigation of social determinants that fuel the epidemic in high-density areas. The consultant will identify key areas of focus include:
• Priority States: Maharashtra, Telangana, Uttar Pradesh, and Bihar.
• Key Metropolitan Areas: Delhi, Mumbai, and Hyderabad.

a. Line ministries and Bilateral Partnership Coordination:
• Assist in Coordination with Law Enforcement Agencies (LEA), line Ministries and departments, bilateral (DOS/ CDC), multilateral (WHO, UNICEF), PEPFAR partners, and Global Fund partners for feedback, inputs, and ensure adequate support for the programme.
• Coordinate with STO, partner agencies, and other stakeholders involved in the implementation of the programme to strengthen service delivery, including availability of commodities, IEC material etc.

b. Strategic Planning and Implementation Support:
• Facilitate roll-out and scale-up of TB intervention among urban populations across India.
• Develop a resource pool of mentors to support state level trainings.

c. Meetings, Training and Documentation:
• Capacity buildings as per developed training modules, reporting tools and mechanism, creating shared ownership with other relevant departments under GoI, advocacy with other ministries and development partners.
• Provide training to the field officials of STOs/ DTOs on NTEP training strategy.
• Coordinate to organize National meetings with different stakeholders of NTEP.
• Provide assistance in facilitating training sessions as per the Training manual and share the training reports through CTD to all STOs to incorporate/ revise into their ongoing training curriculum.

d. Monitoring, Review and Reporting:
• Analyses the reports of states and provides feedback to the agencies concerned on a monthly basis.
• Implementation of the developed National Operational Framework for interventions among urban populations in the specific states/ cities, and the output matrix in coordination with all STOs and partners.
• Facilitate and support the STOs in the collection of Monthly indicators data from the states.
• Conduct field visits for critical assessment and support the field-level intervention and provide required support.

e. Other Related Tasks:
• Coordinate with STO and partners implementing the interventions for urban populations and facilitate data sharing, program review and feedback for program implementation.
• Develop tools for monitoring and assessment of activities under the programme.
• Undertake any other related assignments entrusted by the supervising officer in Central TB Division (CTD).

Reporting:
The National Consultant - Urban Areas will be reporting to the DDG (TB) / designated nodal officer at CTD
* Initial engagement will be for 11 months, extendable based on performance and programme needs.

The compensation for the above-mentioned position/s will adhere to internal policies and market standards, determined by qualifications, relevant experience, budget availability, internal parity, and interview performance
