KHPT is a not-for-profit organization that has, for over two decades, worked alongside India’s most vulnerable communities to improve their health and wellbeing. Our journey began in 2003 with focused initiatives to reduce the prevalence of HIV in Karnataka, and since then, our work has expanded to address a wide range of public health issues across the country. In places where health remains out of reach, held back by stigma, silence or systemic gaps, we have worked to change that reality. KHPT has been selected as a Non-Government Principal Recipient (NGPR) for The Global Fund to Fight AIDS, Tuberculosis and Malaria (The Global Fund), for the grant cycle 2024-2027, for the TB grant in India. The key project elements include community engagement, capacity building and technical assistance. The major interventions of the project encompass (i) TB Champion Engagement across 14 states and one UT (ii) TB Mukt Grama Panchayath activities in 13 states (iii) Nationwide Technical Assistance for Direct Beneficiary Transfer (DBT) and Pradhan Mantri TB Mukt Bharat Abhiyan (PMTBMBA) - Sustaining the adoption initiative and strengthening service delivery linkages (iv) Strengthening counselling and patient support systems. KHPT will partner with suitable organisations as Sub Recipients (SRs) in implementing the project. The Major Stakeholders include The Global Fund, The Central TB Division (CTD), State National TB Elimination Program (State NTEP) and Local Funding Agent (LFA).

National Consultant - Differentiated TB Care
Positions: 1
Location: Central TB Division, New Delhi
Project Period: 01-July-2026 to 31-Mar-2027
2-4 days travel to project locations in a month.
Qualification, Skills & Competencies:
• Master’s degree in public health, Epidemiology, Statistics, Social Sciences, or related field.
• Minimum 5-7 years of experience in monitoring and evaluation of public health programmes.
• Experience in TB programmes/NTEP and understanding of differentiated care approaches is highly desirable.
• Strong skills in: Data analysis and interpretation and Use of data visualization and reporting tools
• Programme evaluation methodologies
• Experience working with government systems and large-scale health programmes.
• Excellent analytical, communication, and report-writing skills.
• Leadership capability and multi-tasking ability.
• Good Interpersonal & communication skills
• Outstanding analytical, spreadsheet and accounting software skills;
• Ability to design and deliver training programme related to the subject
• Excellent oral and written communication skills in English and the ability to communicate cross-culturally
• Willingness to travel.
Roles and Responsibilities:
The National Consultant – Differentiated TB Care is majorly focused on Strengthen monitoring and evaluation systems for Differentiated TB Care and TB Death Audit under the National TB Elimination Programme. To support the development and operationalization of indicators, monitoring frameworks, and reporting mechanisms aligned with national guidelines. To enable data-driven decision-making for improving patient outcomes, reducing TB mortality, and enhancing the quality of care.
a. Monitoring Framework Development:
• Develop and refine M&E frameworks for:
o Differentiated TB Care (triaging, risk stratification, interventions, outcomes)
o TB Death Audit (verbal and social autopsy, cause-of-death analysis)
• Define key indicators, data sources, and reporting timelines aligned with NTEP priorities.
• Ensure alignment with Ni-kshay reporting architecture and national guidelines.
b. Data Analysis and Interpretation:
• Analyse programme data from Ni-kshay and other sources to:
o Monitoring of the implementation of differentiated TB care and death audit
o Assess the effectiveness of differentiated care interventions
o Evaluate trends in TB mortality and audit findings
• Generate actionable insights and recommendations for CTD and State TB Cells (STCs).
c. Support to Digital Systems Integration:
• Work closely with the Ni-kshay IT team to:
o Ensure appropriate capture of M&E indicators in new modules
o Validate data flows, reporting formats, and dashboards
o Provide inputs for improving data quality, completeness, and usability.
d. Monitoring, Review and Reporting:
• Develop/ modify standardized monthly, quarterly, and annual reporting formats.
• Conduct periodic programme reviews and support national/state review meetings.
• Track progress against defined indicators and output matrices.
• Prepare analytical reports, briefs, and presentations for decision-makers.
e. Capacity Building and Support:
• Conduct training and mentoring for CTD, STCs, DTOs, and field staff on:
o Data use for decision-making
o Monitoring indicators and reporting systems
• Support states in strengthening their M&E practices.
f. Field Monitoring and Evaluation:
• Undertake field visits to assess implementation quality and data validity.
• Support states in identifying bottlenecks and implementing corrective actions.
• Document best practices and lessons learned from implementation.
g. Coordination and Compliance:
• Ensure adherence to national guidelines, data quality standards, and reporting protocols.
• Coordinate with CTD, State TB Cells, and partners.
• Undertake additional assignments related to M&E as assigned by CTD.
Reporting:
The National Consultant - Differentiated TB Care will be reporting to the DDG (TB) / designated nodal officer at CTD
