Engagement of Consultant/Vendor (Individual) towards implementation of Literacy Program in Telangana State.
About Room to Read
Room to Read India was established in 2003 and presently has programs in twelve states – Bihar, Chhattisgarh, Delhi, Himachal Pradesh, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, Telangana, Uttarakhand, and Uttar Pradesh. Room to Read is an organization transforming the lives of millions of children by focusing on literacy and gender equality in education.
About the Program
The Literacy Program focuses on strengthening early grade reading skills among primary school children through a comprehensive approach that includes:
- High quality reading materials and classroom/school libraries.
- Teacher professional development on early grade reading instruction.
- Academic mentoring, classroom observation, and supportive supervision.
- Use of reading assessments for tracking fluency and comprehension.
- System level technical support for government FLN implementation.
- In Telangana, the program supports the state’s FL agenda by demonstrating effective literacy practices that can be adopted, institutionalized, and scaled within the government system.
Background of the Assignment
Room to Read intends to engage a consultant – Literacy Program (Deliver Demonstration) to support hands on delivery, quality assurance, and field level demonstration of the Literacy Program in Telangana.
This is a time bound consulting assignment designed to strengthen on ground implementation and show case effective practices, while working closely with the State Literacy Team, Program Operations, and government counterparts.
I.Role of RtR:
Provide the consultant with necessary data, documents, and technical inputs to support completion of assignment.

IV.Eligibility Criteria: - The vendor
- Master’s degree in education, Social Sciences, or a related field (bachelor’s degree with extensive relevant experience may be considered).
- Minimum 5–8 years of experience in education program implementation, preferably in literacy or FLN initiatives.
- Experience working with government education systems at state and district levels.
- Strong expertise in teacher professional development, academic mentoring, and field?level implementation.
- Strong communication skills in English and Telugu.
- Ability to travel extensively to program locations.
V.Contract Duration:
- The duration of the assignment will be 6 months.
- Payment will be made monthly on submission of the invoice and upon delivery as per the schedule, with adjustments for any short fall in delivery, including deviations affecting timely completion of agreed deliverables.
- All expenses incurred for official travel and accommodation to the program locations will be borne by Room to Read as per existing policies.
- Approved travel and accommodation expenses incurred for assignment-related activities shall be reimbursed by Room to Read in accordance with the consultancy reimbursement guidelines.
