VACANCY NOTICE - BIHAR BAL BHAWAN 'KILKARI'
Post Name: Assistant Accounts Officer
Applications are invited from eligible candidates for providing services on an outsourced basis for the posts of Assistant Accounts Officer at Bihar Bal Bhawan 'Kilkari'.
The criteria for these outsourced personnel are as follows:
Assistant Accounts Officer
Eligibility: Minimum B.Com degree, 1 year of experience in the Accounts field, and proficiency in Tally.
Honorarium: Rs. 30,000 - 45,000/- per month
Age Limit: Maximum 45 years.
Screening Test: A screening test for shortlisted candidates to assess their qualifications and skills will be held on 08.07.2026 at 11:00 AM at Kilkari Bihar Bal Bhawan, Saidpur, Rajendra Nagar, Patna-800004, Bihar. Interested candidates may appear with all necessary documents.
NOTE:
- Candidates must appear on the scheduled date and time with all original certificates and their self-attested photocopies.
- No TA/DA will be admissible for appearing in the screening test.
- The decision of the selection committee shall be final and binding.
- Age and experience will be calculated as of 31.05.2026.
- The services of selected/empanelled personnel at Kilkari will be availed through an Outsourcing Agency.
- The selection process will be conducted by the Outsourcing Agency.
- Relaxation in the above-mentioned qualification, experience, and age may be granted to candidates with exceptional merit.
- The posting for all the above posts will be at the Divisional Headquarters. Transfer to other divisions may occur as per requirement.

About Kilkari:
Kilkari provides free training to children aged 8 to 16 years in various arts, along with Science, Creative Writing, and Sports. Here, children learn to recognize their own abilities in childhood. The objective of these activities is to develop children in their truest form, which increases their self-confidence. This is an institution dedicated to children. To ensure that children gain subject knowledge from these trainings, learn the art of effective expression, and broaden their perspective, Kilkari organizes both full-time and short-term training programs. Without burdening children with ambitions, they are given a free and positive environment.
To nurture the talent of children from underprivileged families in Bihar, an initiative was taken in Patna in 2008 by the then Principal Secretary, Education Department, Shri Anjani Kumar Singh. It is known as KILKARI Bihar Bal Bhawan. It was registered on 30th May 2008 under the Societies Registration Act XXI of 1860. Smt. Jyoti Parihar took charge as Director in July 2008, and Kilkari's journey began from here.
Responsibilities of the Assistant Accounts Officer
Main Duties:
- Work in the best interest of the children.
- Follow and ensure compliance with the Financial Rules of Bihar Bal Bhawan / Kilkari.
- Maintain all account-related registers, i.e., Cash Book, Cheque Book, Advance Register, etc. Prepare the Balance Sheet, Receipt & Payment A/C, and Income & Expenditure A/C at the end of the financial year.
- Check the quality of materials to be purchased and invoices, and ensure payment is made at the lowest market rate.
- Make payments only after approval from the 'Divisional Program Coordinator' on the file.
- Make Voucher Entries with proper Numbering.
- Manage Petty Cash.
- Maintain the Fixed Assets Register i.e. ensure all assets are marked with an allotted number using a Permanent Marker.
- Calculate TDS, prepare challans, file TDS returns, and issue TDS Certificates.
- Ensure the safe custody and optimal use of grants received for the operation of Kilkari. Get the audit done at the end of the financial year.
- Prepare and review a monthly expenditure progress report of all received funds. Check whether the expenditure for the month is appropriate, whether it is being done or not. Provide this information to Kilkari officials to prepare a work plan accordingly.
- Get Fixed Assets, Cash, and Cash-in-transit insured.
- Handle all other bank-related work.
- To ensure there are no financial irregularities in the organization, check invoices etc., cross-verify rates, and then approve payments.
- Execute account-related work as directed by the State Headquarters from time to time.
- Reconcile the audited accounts report of the previous year with Tally data.
