Job Description – Consultant-Interruption of Transmission
Position: Consultant, Interruption of Transmission About NLR India Foundation (NLRIF):
NLR India Foundation (NLRIF) is a non-profit, non-religious, non-governmental organization registered as a public charitable trust as per the Indian Trust Act in 1999. NLR India Foundation is certified for the Foreign Contribution Regulation Act (FCRA) in 2004 and received tax exemption under section 80G of IT Act, 1961. In addition, NLR India Foundation is a member of NLR Alliance comprising of NLR International, NLR Brazil and NLR Indonesia. NLR India Foundation, “through its membership of the NLR Alliance, is also a member of the International Federation of Anti-Leprosy Associations (ILEP)”. We work in eight states, namely, Assam, Bihar, Delhi, Jharkhand, Madhya Pradesh, Rajasthan, Uttar Pradesh, and West Bengal.

About the Project: Interruption of leprosy Transmission (Novartis/ NLR India Foundation)
India gets around 100,000 new cases of leprosy every year with around 5% of them having disability of different grades, and 5% are children. In 2023, the Central Leprosy Division (CLD) launched a National Strategic Plan (NSP) for interruption of Transmission. By 2027, the government intends to reduce the number of new leprosy infections by around 50%. NLR India Foundation is a lead NGO supporting the National Leprosy Eradication Programme (NLEP). It has joined hands with Novartis Pharma AG to enhance its support to the NSP. Under the one year, Novartis/ NLRIF project, the two agencies want to produce the following deliverables: a) Baselining of Country efforts for Contact Tracing and SDR-PEP, b) Understanding the key challenges in Contact Tracing and Access to MDT and SDR, c) Devising the solutions in agreement with the key stakeholders, d) Strengthening multistakeholder partnerships, and e) Design paper for Pilot Health system strengthening project in India for Interruption of Transmission based on the evidence generated from the workshop, consultation with CWG and secondary data.
The key project activities are: 1) Formation of a Core Working Group (CWG), 2) Design a National Workshop in consultation with the CWG, 3) Conduct the one-day National Workshop with around 40 participants, 4) Develop Workshop Report, 5) Design a publishable paper for a pilot Health System Strengthening (HSS) project for interruption of leprosy transmission in India in consultation with the CWG. These activities and deliverables will be completed over a year. The HSS design will be later piloted in multiple select districts.
Responsibilities:
The consultant will conduct all the above project activities and produce the deliverables as detailed in About the Project section. S/he will work under the guidance of NLRIF. NLRIF will support the consultant on the subject knowledge, linkage/ introduction with stakeholders, data
analysis, review of the drafts, admin support to organize the national workshop and the CWG meetings, etc.
Specific Tasks to be conducted by the Consultant:
• Learn the project details from NLRIF
• Submit a micro-plan for the activities and deliverables detailing the support required from NLRIF
• Collect/ prepare background data/ documents etc. for consultation with the CWG, the national workshop, the baseline
• Seek support of NLRIF Manager, Monitoring Evaluation and Learning (MEL) for data analysis
• Plan and conduct the one-day National Workshop in consultation with NLRIF
• Communicate with the CWG members and the National Workshop participants
• Facilitate the CWG meetings and the National Workshop
• Minute all the CWG meetings
• Draft report of the national workshop
• Draft design of the HSS pilot project on interruption of transmission
• Revise and finalize the reports based on feedback by the CWG, NLRIF and Novartis
Deliverables:
• Micro-plan for the assignment
• Report on baseline of Country efforts for Contact Tracing and SDR-PEP
• Report on the key challenges in Contact Tracing and Access to MDT and SDR
• Report on the solutions for addressing the key challenges in Contact Tracing and Access to MDT and SDR
• Final National Workshop Report
• Paper for Pilot Health system strengthening project in India for Interruption of Transmission based on the evidence generated from the workshop, CWG consultations and secondary data
• Minutes of all CWG meetings
• Data/ documents collected during the assignment
Eligibility Criteria: The consultant should be a senior public health expert. S/he will be evaluated through the following criteria:
• Public Health Degree preferably with MBBS background
• At least 10 years of work experience
• Sound knowledge of public health system of India
• Worked on infectious diseases, leprosy will be preferable
• Has experience of facilitating meetings with senior officials
• Has developed strategy papers/ guidelines etc.
• Has published paper/s in peer reviewed journals
Compensation Offered: Compensation offered shall be commensurate with the qualifications, experience/relevant skills and salary history of the selected candidate. You may quote your per day rate.
