Reporting To: Project Manager – TB-IPC
The Project officer will work closely under the guidance of Project Manager, TB IPC. The state Project officer will play a vital role of coordinating the project activities at the State TB office, and at the project sites across the allotted state. S/he will be responsible for driving project activities at project sites and bring about a synergy with the State TB officers, CTD and SHARE INDIA and CDC teams to drive the project activities. The Project Officer will work closely with the State/District TB NTEP officials, healthcare institutions, hospital infection control teams, healthcare workers and the project team to ensure effective implementation of project activities.
S/he shall provide strong subject matter expertise on airborne/environmental control in infection control. S/he will be responsible for coordinating, arranging and training of the state level IPC teams. The Project officer will also develop capacities of the health facility staff at the state/district/wards and build capacities of the state teams for conducting infection control assessments. S/he will play a pivotal role in training, building and mentoring the Hospital infection control committees and key staff pertaining to IPC and will lead this activity in the allotted state. S/he will also be part of assessments at health facilities at project sites. S/he shall provide feasible recommendations to enable health facilities implement infection control practices. S/he shall exhibit excellent communication, coordination, liaisoning and management skills for smooth implementation of project activities.
About the TB-IPC Project:
The TB Mukt Bharat – TB Infection Prevention and Control (TB-IPC) Project is implemented by SHARE INDIA with support from the U.S. Centers for Disease Control and Prevention (CDC) in collaboration with India's National TB Elimination Programme.
The project aims to strengthen TB infection prevention and control practices in healthcare institutions and other high-risk settings, reduce the risk of TB transmission, protect healthcare workers and improve implementation of evidence-based IPC measures.
Key Responsibilities:
1. Program Planning and coordination:
a) Draw up schedule of regular and frequent site visits for health facility assessments and assess the progress of infection control implementation in phase 1 districts.
b) Draw up schedule of training cum assessments and Health care worker and vulnerable groups screening activity
c) Act as a facilitator for implementation of project activities in the state in close coordination with the state nodal officer.
d) Coordinating for approvals, letters at state level and district level for implementation for project activities in existing and new states(when allotted).
e) Planning of project roll-out activities: sensitization of Senior NTEP officials, training of project teams on project activities, coordinating for training orders etc.
f) Develop partnerships and networks required for Infection Control activities at the health institutions.
g) Promote health care worker surveillance with fellow colleagues and paramedical staff.
h) Participate and contribute to the development of internal reporting systems, prepare detailed implementation plans, monthly / quarterly / annual work plan, narrative reports and financial reports, and assist in annual budgeting exercises as required for the project and support the Senior Manager and other team members
i) Ensuring smooth implementation of the project activities with coordination between state teams along with CTD, SHARE INDIA and CDC teams.
2. Representation and Advocacy:
a) Interact and build relationships with senior government officials, liaise with representatives of the medical collges, establish linkages with potential partner centres, etc., to enhance the effectiveness of the project.
b) Be responsible for effective coordination with the NTEP officials, and other stake holders at state/national levels for bringing collaboration and to bring synergy to the project.
c) Proactively keep current on the changes, updates in the policies, guidelines, IEC and other NTEP programmatic themes at national level
d) Be responsible for effective coordination with the medical staff, medical colleges and other stake holders at state/national levels for bringing collaboration and to bring synergy to the project.
3. Capacity Building:
a) The Program officer will be responsible to support the state/district level stake holders to enhance their capacity of for management of infection control activities
b) Developing training modules, build the master trainers through training of trainers, prepare documents in relation to various technical aspects with field visit experiences.
c) Develop capacity building materials, IEC materials required for the project in tandem with other team members.

4. IPC Assessments:
a) Provide guidance to health facility IPC teams / health facility in charges on Administrative, Personnel Protection and Environmental measures to be taken for implementation of TB infection Control activities at high infectious settings/hospitals.
b) Support the IPC team in developing innovative approaches to improve quality of infection control measures in healthcare facilities and Tuberculosis (TB) Laboratories with a public health perspective.
c) Suggest measures to the administration and senior management of health facilities on low cost, user friendly options and sustainable innovations to strengthen infection control measures.
d) Draw up schedule of regular and frequent site visits for health facility assessments and assess the progress of infection control implementation along with the state teams
e) Guide the staff of public health facilities in taking up civil, mechanical works and as part of infection control activities.
5. Program monitoring and feedback:
a) Conducting routine meetings with the project teams, attend meetings, and update the senior management on the status of project implementation periodically.
b) Conduct meeting with higher officials at States/CTD on various technical aspects of the implementations of the suggestions and report back to senior management.
6. Documentation and reporting:
a) Be responsible for making reports of various assessments/visits in consensus with the IPC team.
b) Be responsible to get the good practices, success stories documented and ensuring regular reporting by the facilities and provide periodical reports to the CDC, State TB office, Central TB Division as and when required.
7. Team synergy and cross collaborations:
a) Be a team player and develop cross collaborations with different projects within the organization.
b) Share the attained knowledge, expertise and experience and support other projects working on similar thematic areas at the organizational level.
Required Qualifications:
· Master's degree in Public Health (MPH), Community Medicine, Epidemiology, Health Administration, Social Work, Life Sciences or a related discipline.
OR
· Bachelor's degree in Medicine, Nursing, Pharmacy, Public Health or another relevant health discipline with appropriate public-health/programme experience.
Experience:
· Minimum 4-5 years of relevant experience in public health programmes, preferably in TB, infectious disease prevention and control, healthcare quality, surveillance or health-system strengthening.
· Experience working with government health programmes, preferably NTEP, will be an advantage.
· Experience in training, supportive supervision, facility assessments and stakeholder coordination is desirable.
· Experience in data management, monitoring and reporting will be preferred.
· Experience working with NGOs, public-health institutions, CDC-supported programmes or other donor-funded health programmes will be an added advantage.
Technical Skills:
· The candidate should have:
· Good understanding of TB prevention and infection control principles.
· Knowledge of NTEP structures, processes and reporting systems.
· Understanding of healthcare-associated infection prevention and control practices.
· Ability to conduct facility assessments and interpret assessment findings.
· Good analytical and problem-solving skills.
· Ability to collect, validate and analyse programme data.
· Proficiency in MS Office, particularly Word, Excel and PowerPoint.
· Ability to prepare professional reports and presentations.
· Good written and verbal communication skills.
· Ability to work with government officials, healthcare workers and multiple stakeholders.
