ABOUT THE POSITION
Project: TB Mukt Bharat – TB Infection Prevention and Control (TB-IPC) Project
Position: Project Manager – TB Infection Prevention and Control (TB-IPC)
Reporting To: Associate Project Director (APD)
Location: Delhi
The Project Manager will work closely under the guidance of Associate Project Director. The Project Manager will play a vital role of coordinating the project activities at the Central TB Division, Delhi and at the various project sites across India. The position will be responsible for driving project activities at 22 states and bring about a synergy with the State TB officers, CTD officials and SHARE INDIA and CDC teams to drive the project activities. S/he will develop partnerships and networks required for advocating infection control activities at national levels. S/he should bring in strong subject matter expertise on airborne/environmental control in infection control. S/he will be responsible for coordinating, arranging and training of the state level IPC teams. S/he will also be part of assessments at health facilities and ensure quality of assessments is maintained. S/he shall provide supportive supervision and support at some sites to the state project teams. S/he should look after the overall data related to the assessments and ensure the quality of team work. S/he should exhibit excellent communication, coordination, liaisoning and management skills for smooth implementation of project activities.
ABOUT THE TB-IPC PROJECT
The TB Mukt Bharat – TB Infection Prevention and Control (TB-IPC) Project is implemented by SHARE INDIA with support from the U.S. Centers for Disease Control and Prevention (CDC) in collaboration with India's National TB Elimination Programme. The project aims to strengthen TB infection prevention and control practices in healthcare institutions and other high-risk settings, reduce the risk of TB transmission, protect healthcare workers and improve implementation of evidence-based IPC measures. The project is pan India across 22 states.
KEY RESPONSIBILITIES:
1. Program Planning and Coordination:
• Be responsible for implementation of project activities in existing and expansion states, providing mentorship, guidance and coordination to state project teams.
• Be overall responsible for project activities including stakeholder management involving CTD and CDC, oversight of M&E aspects, tracking project progress against Gantt charts and strengthening team synergy among State Project Officers and M&E teams.
• Coordinate approvals, official letters and related requirements at CTD and state levels for implementation of project activities.
• Coordinate implementation across the approved TB-IPC 3.0 states/UTs and project-supported geographies, ensuring alignment of state-level plans and activities with CTD directions and project objectives.
• Develop a comprehensive state-wise implementation plan for TB Mukt Bharat – TB-IPC 3.0 in consultation with State NTEP & Programme Officers, clearly defining targets, timelines.
Plan project roll-out activities including sensitization of senior NTEP officials, training of project teams on project activities in newer geography.
• Ensure smooth implementation of project activities through effective coordination between Central and State teams, SHARE INDIA and CDC teams.
• Participate in and contribute to the development of internal reporting systems, detailed implementation plans, monthly/quarterly/annual work plans, narrative reports and financial reports.
• Assist in annual budgeting exercises and other project planning requirements, as required.
• Conduct weekly meetings with M&E and project officers to review progress, understand challenges and provide day-to-day project implementation guidance.
• Support the Associate Project Director and other senior team members in achieving project objectives, deliverables and timelines.
2. Representation and Advocacy:
• Interact with and build relationships with senior government officials, liaise with representatives of the medical fraternity and establish linkages with potential partner centres to enhance project effectiveness.
• Ensure effective coordination with NTEP officials and other stakeholders at state and national levels to strengthen collaboration and bring synergy to project activities.
• Proactively keep current with changes and updates in NTEP policies, guidelines, IEC materials and other relevant programme themes at the national level.
• Represent the CDC–SHARE INDIA project, as delegated, and serve as a technical resource for TB infection prevention and control, particularly airborne and environmental infection control, at the national level.
3. IPC Assessments:
• Develop and maintain a schedule of regular and frequent site visits for health facility assessments and assess progress of infection control implementation along with state teams.
• Provide guidance to state programme teams and IPC teams to support health facility in-charges on administrative, personnel protection and environmental measures for implementation of TB infection control activities in high-risk settings and hospitals.
• Support IPC teams in developing innovative approaches to improve the quality of infection control measures in healthcare facilities and TB laboratories with a public health perspective.
• Suggest practical, low-cost, user-friendly and sustainable options and innovations to health facility administration and senior management to strengthen airborne infection control measures.
• Participate in assessments and provide technical oversight to ensure consistency, quality and adherence to approved assessment tools and project standards.
• Review assessment findings, identify implementation gaps and support state teams in developing and following up facility-level corrective action plans.
• Monitor implementation of TB-IPC 3.0 at state and facility levels through periodic reviews and supportive supervision, and ensure that agreed recommendations and corrective actions are followed up.
4. Capacity Development:
• Support state- and district-level & HICC stakeholders to strengthen their capacity for planning and management of infection prevention and control activities.
• Coordinate and support training and orientation of state-level & facility level IPC teams and relevant stakeholders.
• Support IPC teams in development of IEC materials, training modules and technical documents related to TB-IPC.
• Support development of master trainers through training-of-trainers approaches and provide technical mentoring based on field experiences.
• Share field-based learning and technical experiences to strengthen capacity across project-supported teams.
• Support state teams and relevant stakeholders to understand and operationalise TB-IPC 3.0 requirements, including implementation planning, monitoring, documentation and reporting processes.
5. Program Monitoring and Feedback:
• Conduct routine review meetings with the M&E Officer and project teams and provide regular updates to senior management on the status of project implementation.
• Review project progress against agreed plans, Gantt charts, indicators and deliverables and identify areas requiring corrective action.
• Conduct periodic meetings with senior officials at State and CTD levels on technical and implementation aspects and provide updates.
• Provide supportive supervision and implementation guidance to state project teams and track follow-up actions.
• Review M&E outputs and ensure that project data, trackers and reports are complete, accurate and timely.
• Monitor project implementation at state level and facilitate periodic review of progress, targets, timelines and outcomes.
• Ensure periodic updates on project implementation are compiled and shared by the CDC–SHARE INDIA team with CTD and the concerned State TB Officers.
6. Documentation and Reporting:
• Be responsible for preparation and/or review of reports, presentations and technical documents related to assessments and field visits in coordination with the IPC project team and M&E team for representation at CTD and State levels.
• Ensure that good practices, innovations, success stories and lessons learned are systematically documented.
• Ensure regular reporting by project-supported facilities and provide periodic reports to CDC, State TB Offices, Central TB Division and project management, as required.
• Support preparation of monthly, quarterly and annual narrative and programme reports and other project documentation.
• Ensure quality, completeness, consistency and timely submission of project documentation and reports.
• Maintain documentation of state-wise implementation plans, approvals/concurrence for modifications or new geographies, periodic updates and key communications with CTD and State TB Officers.
• Ensure adherence to applicable data security, confidentiality and data-sharing requirements, including coordination for necessary data-use and confidentiality undertakings with State TB Cells where required.
7. Team Synergy and Cross Collaborations:
• Be a team player and develop cross-collaborations with different projects within SHARE INDIA.
• Share knowledge, technical expertise and field experience and support other projects working on similar thematic areas at the organisational level.
• Promote learning and coordination across central, state and technical teams to strengthen overall programme implementation.
REQUIRED QUALIFICATIONS & EXPERIENCE:
• Master’s degree in public health (MPH), MD Community Medicine, Masters in Epidemiology, Health Administration, Social Work, Life Sciences or a related discipline.
• Bachelor's degree in Medicine, Nursing, Pharmacy, Public Health or another relevant health discipline with appropriate public-health/programme experience may also be considered.
• Minimum 10 years of relevant experience in public health programmes, preferably in TB, infectious disease prevention and control, healthcare quality, surveillance or health-system strengthening.
• Demonstrated experience in TB programmes and/or TB infection prevention and control will be desirable.
• Experience working with government health programmes, preferably NTEP, will be an advantage.
• Experience in programme management, team coordination, training, supportive supervision, facility assessments, stakeholder coordination and reporting is desirable.
• Experience working with NGOs, public-health institutions, CDC-supported programmes or other donor-funded health programmes will be an added advantage.
TECHNICAL SKILLS:
• Strong understanding of TB prevention and infection prevention and control principles.
• Strong subject matter understanding of airborne and environmental infection control measures in healthcare settings.
• Knowledge of NTEP structures, policies, guidelines, processes and reporting systems.
• Ability to provide technical guidance on administrative, environmental/engineering and personal protective measures for TB-IPC.
• Ability to conduct, review and interpret facility-based TB-IPC assessments.
• Strong programme planning, coordination, monitoring and problem-solving skills.
• Ability to collect, validate, analyse and interpret programme data and use findings for programme improvement.
• Proficiency in MS Office, particularly Word, Excel and PowerPoint.
• Ability to prepare professional reports, presentations, implementation plans and technical documents.
• Excellent written and verbal communication and stakeholder-management skills.

TRAVEL REQUIREMENT:
The position requires frequent travel across project-supported states and health facilities in India, including regular visits for programme reviews, IPC assessments, supportive supervision, trainings, stakeholder meetings and other project activities.
REMUNERATION:
Salary will be commensurate with qualifications, experience and project norms.
