Brief on the Organization:
Indian Institute of Public Health Gandhinagar (IIPHG) is a University established under IIPHG Act, 2015 of Gujarat State. It offers courses in the field of Public Health. It also undertakes various research projects in the field of Public Health. The university is established by Public Health Foundation of India (PHFI) with support from the Government of Gujarat, Department of Health & Family Welfare.
Project Brief
IIPHG proposes to implement a Facility-based Intensified TB Case Finding Project across six public health facilities in Gujarat. The project will strengthen early identification of TB through systematic screening of patients attending selected OPDs and IPDs, vulnerability assessment, CXR facilitation, diagnostic evaluation, patient navigation and follow-up, and linkage with treatment, NTEP and TPT services.
The project will also strengthen facility-level implementation through standardized SOPs and workflows, healthcare-provider upskilling, Project MIS-based patient tracking and performance monitoring, supportive supervision, and documentation of operational learnings for potential institutionalization and replication.
Deliverables:
The State Team Lead will provide overall day-to-day operational leadership and management of the project and will serve as the key coordination point between the Project Lead, project teams, participating facilities and NTEP stakeholders.
The State Team Lead will be responsible for translating the approved Activity Plan into facility-level implementation, ensuring that activities are completed on schedule, project targets and milestones are monitored, implementation gaps are addressed, and project deliverables are completed with the required quality.
Key Responsibilities
A. Project Planning and Implementation
• Lead day-to-day implementation of the approved project Activity Plan across all six participating facilities.
• Develop and maintain detailed implementation plans, facility-level work plans and activity schedules.
• Coordinate facility onboarding, readiness assessment and operationalization of facility-specific workflows.
• Ensure implementation is aligned with approved SOPs, project protocols, NTEP guidelines and agreed project deliverables.
• Track activity timelines, targets, milestones and dependencies and initiate corrective action where required.
B. OPD and IPD Screening & Care Cascade
• Oversee implementation of systematic TB screening and digital registration across identified OPD and IPD settings.
• Ensure appropriate implementation of symptom screening, vulnerability assessment and referral for CXR and further diagnostic evaluation.
• Monitor patient progression through the screening, CXR, presumptive TB, diagnostic testing, diagnosis and treatment-linkage cascade.
• Ensure patient navigation and follow-up mechanisms are functioning effectively to minimize incomplete diagnostic pathways and loss to follow-up.
• Facilitate coordination between screening points, clinical departments, radiology, laboratories and NTEP services.
C. Team Leadership and Supervision
• Provide operational supervision and guidance to District Coordinators, District M&E personnel, Project Field Officers/Project Assistants and other project staff.
• Define clear facility-level responsibilities, deployment plans and reporting mechanisms for project teams.
• Conduct regular team reviews to assess progress, identify implementation challenges and agree on corrective actions.
• Support resolution of field-level operational and coordination issues.
• Ensure project teams adhere to approved workflows, reporting requirements and quality standards.
D. Stakeholder and Facility Coordination
• Serve as the primary operational coordination point with participating health facilities.
• Maintain regular coordination with facility leadership, nodal officers, clinicians, radiology and laboratory teams, institutional NTEP teams and District TB Centres.
• Coordinate with State and District NTEP stakeholders as required for implementation, referrals and programme linkage.
• Facilitate stakeholder meetings, facility reviews and implementation discussions.
• Escalate significant implementation or institutional issues to the Project Lead for timely resolution.
E. Monitoring, MIS and Performance Review
• Work closely with the State and District M&E teams to ensure timely and complete data capture in the Project MIS.
• Review facility-wise dashboards and performance against agreed project indicators and targets.
• Monitor screening coverage, CXR completion, presumptive TB identification, diagnostic completion, TB diagnosis, notification, treatment linkage, TPT referrals and pending patient pathways.
• Identify performance gaps, data-quality issues and bottlenecks requiring corrective action.
• Facilitate regular facility-wise and consolidated project performance reviews.
• Support reconciliation of Project MIS data with facility, laboratory and Ni-kshay records, where applicable.
F. Capacity Building and Supportive Supervision
• Coordinate orientation and upskilling of project staff and relevant healthcare providers.
• Support implementation of approved SOPs, operational guidelines, learning resources and job aids at facility level.
• Coordinate supportive supervision visits and need-based mentoring of facility/project teams.
• Identify recurring implementation gaps and facilitate refresher orientation or corrective support where required.
G. Reporting, Deliverables and Documentation
• Ensure timely preparation and submission of activity reports, progress updates and milestone documentation.
• Maintain documentation of stakeholder meetings, facility reviews, supportive supervision and corrective actions.
• Track project deliverables and ensure completion within agreed timelines.
• Document implementation challenges, solutions, operational adaptations, good practices and key learnings.
• Support preparation of interim and final project reports and other documentation required by IIPHG and the project.
H. Project Close-out and Handover
• Support consolidation of project results, KPIs, implementation experiences and operational learnings.
• Coordinate facility-level close-out and handover activities.
• Support preparation of the final Facility-based Intensified TB Case Finding implementation and handover package.
• Facilitate dissemination/review of project findings with participating facilities, NTEP stakeholders and other relevant stakeholders.
• Undertake any other project-related responsibilities assigned by the Project Lead.
Expected Deliverable:
The State Team Lead will be expected to ensure timely operationalization of the project across six participating facilities; effective functioning of OPD/IPD screening and diagnostic pathways; regular monitoring of facility performance and patient-care cascades; timely resolution of implementation bottlenecks; regular supportive supervision and stakeholder reviews; achievement and documentation of project activities, targets and milestones; timely project reporting; and documentation of operational learnings and project handover.
Qualification:
Minimum: MBBS or a degree in Medical/Allied Health Sciences with a relevant postgraduate qualification such as Master of Public Health (MPH), Master of Hospital/Health Administration, MD in Community Medicine/Preventive and Social Medicine (PSM), PhD in Public Health, or equivalent relevant qualification.
Desirable: Relevant postgraduate qualification with demonstrated experience in public health programme implementation, health systems, programme management or TB-related programmes.
Experience:
Minimum: 5 years of relevant professional experience in public health programme implementation, programme/project management, health systems or related areas. Flexibility may be considered for candidates with particularly relevant qualifications and experience.
Desirable: Minimum 2 years of experience working with NTEP/TB programmes, either directly through the government health system or through academic institutions, technical agencies or development partners supporting NTEP.
