Brief on the Organization:
Indian Institute of Public Health Gandhinagar (IIPHG) is a University established under IIPHG Act, 2015 of Gujarat State. It offers courses in the field of Public Health. It also undertakes various research projects in the field of Public Health. The university is established by Public Health Foundation of India (PHFI) with support from the Government of Gujarat, Department of Health & Family Welfare.
Project Brief
IIPHG proposes to implement a Facility-based Intensified TB Case Finding Project across six public health facilities in Gujarat. The project will strengthen early identification of TB through systematic screening of patients attending selected OPDs and IPDs, vulnerability assessment, CXR facilitation, diagnostic evaluation, patient navigation and follow-up, and linkage with treatment, NTEP and TPT services.
The project will also strengthen facility-level implementation through standardized SOPs and workflows, healthcare-provider upskilling, Project MIS-based patient tracking and performance monitoring, supportive supervision, and documentation of operational learnings for potential institutionalization and replication.
Deliverables:
The State M&E Lead will provide overall technical leadership for project monitoring, evaluation, Project MIS, data quality, analysis and performance reporting across all participating districts and facilities.
The position will ensure that project indicators are clearly defined and consistently captured, patient pathways are appropriately tracked, facility and project-level performance is regularly reviewed, and reliable data are available for programmatic decision-making, reporting and documentation of project outcomes.
Key Responsibilities
A. M&E Framework and Indicator Management
• Lead operationalization of the project M&E framework in alignment with the approved Activity Plan, targets, milestones and deliverables.
• Define and maintain standardized indicator definitions, data sources, reporting frequencies and calculation methodologies.
• Develop and maintain indicator reference sheets, reporting formats and dataquality protocols.
• Ensure consistent interpretation and reporting of indicators across all participating facilities.
• Monitor project performance against approved targets and key performance indicators.
B. Project MIS and Dashboard Management
• Lead the functional implementation and routine use of the Project MIS and performance dashboards.
• Coordinate with the technical/Health IT team during configuration and refinement of the Project MIS.
• Ensure that MIS data fields reflect the complete patient pathway from registration and screening through CXR, presumptive TB identification, diagnostic testing, diagnosis, notification, treatment linkage and TPT referral, as applicable.
• Define user roles, data-entry requirements, validation rules and routine reporting requirements.
• Monitor functionality and utilization of the Project MIS across facilities and coordinate resolution of data-related issues.
• Support development and refinement of facility-wise, district-wise and consolidated project dashboards.
C. Patient Care Cascade and KPI Monitoring
• Monitor patient progression across the screening-to-diagnosis and treatmentlinkage cascade.
• Track registration, 10-S screening, vulnerability assessment, CXR completion, presumptive TB identification, specimen collection, NAAT referral/completion, test results, TB diagnosis, Ni-kshay notification, treatment initiation, NTEP linkage and TPT referrals.
• Monitor pending investigations and incomplete patient pathways to support timely follow-up by implementation teams.
• Assess facility-wise performance against planned targets and identify variations, bottlenecks and attrition across the care cascade.
• Generate actionable performance insights for the State Team Lead, District teams and facility teams.
D. Data Quality Assurance
• Establish and implement routine data-quality assurance mechanisms across participating facilities.
• Monitor completeness, accuracy, consistency and timeliness of data entered in the Project MIS.
• Conduct periodic data validation and reconciliation with source records, laboratory records, facility records and Ni-kshay data, where applicable.
• Identify data discrepancies and coordinate corrective actions with District M&E and facility teams.
• Support periodic Data Quality Assessments (DQAs) and document findings and corrective actions.
• Maintain appropriate data-quality and validation documentation.
E. Supervision of District M&E Teams
• Provide technical supervision and guidance to the District M&E personnel.
• Standardize data collection, validation, analysis and reporting practices across districts and facilities.
• Conduct regular M&E review meetings and provide need-based mentoring and troubleshooting support.
• Review facility/district submissions before consolidation at the state/project level.
• Build the capacity of project personnel in Project MIS use, indicator definitions, data quality and reporting requirements.
F. Performance Analysis and Review
• Conduct routine analysis of project data to assess progress against approved targets and milestones.
• Prepare facility-wise and consolidated performance summaries and dashboards.
• Identify underperforming indicators, facilities and patient pathways requiring management attention.
• Present M&E findings during regular project, facility and stakeholder performance reviews.
• Work with the State Team Lead and District teams to translate findings into corrective actions and monitor their closure.
• Support trend analysis and interpretation of implementation performance over the project period.
G. Reporting and Documentation
• Prepare periodic M&E reports, KPI summaries, dashboard reports and analytical updates.
• Provide validated data and analysis for project progress reports, milestone submissions and review meetings.
• Support preparation of interim and final project reports.
• Maintain appropriate documentation of indicator performance, data-quality reviews and corrective actions.
• Support analysis and documentation of project outcomes, implementation learnings and facility-level performance.
• Ensure consistency of figures reported across Project MIS, dashboards, activity reports and project deliverables.
H. Project Evaluation and Close-out
• Lead consolidation and validation of final project indicator data.
• Support assessment of achievements against project targets, KPIs and milestones.
• Conduct final care-cascade and facility performance analyses.
• Support documentation of implementation outcomes, operational learnings, challenges and corrective actions.
• Contribute to preparation of the final implementation report, dissemination materials and project handover package.
• Undertake other M&E-related responsibilities assigned by the Project Lead/State Team Lead.
Expected Deliverable:
The State M&E Lead will be expected to ensure operationalization and effective use of the Project MIS and performance dashboards; standardized indicator definitions and reporting systems; routine facility-wise and consolidated KPI monitoring; timely identification of pending patient pathways and performance gaps; regular data-quality validation and DQAs; supervision of District M&E personnel; periodic analytical and performance reports; validated data for project milestones and reporting; and final consolidation and analysis of project outcomes and KPIs.
Qualification:
Minimum: Postgraduate degree in Public Health, Epidemiology, Biostatistics, Statistics, Population Sciences, Health Informatics, Health Management, Community Medicine, or another relevant discipline.
Candidates with an MBBS/Medical/Allied Health Sciences background with MPH / MBA Public Health and Hospitals, MD Community Medicine/PSM, or another relevant postgraduate qualification may also be considered.
Desirable: Additional training or demonstrated expertise in monitoring and evaluation, epidemiology, biostatistics, health information systems, data management or public health programme monitoring.
Experience:
Minimum: 3 years of relevant professional experience in monitoring and evaluation, public health programme monitoring, epidemiology, health information systems, data management or related areas. Flexibility may be considered for candidates with particularly relevant technical qualifications and experience.
Desirable: Experience working with NTEP/TB programmes, either directly within the government health system or through academic institutions, technical agencies or development partners. Experience with Ni-kshay, TB programme indicators and TB care-cascade monitoring will be an advantage.
