1. Background
Sustainable Development Goal (SDG) 6 focuses on ensuring the availability and sustainable management of water for all. Traditional water bodies such as ponds play an important role in water conservation, groundwater recharge, and support local livelihoods. However, many ponds have lost their storage capacity due to siltation and inadequate maintenance.
 
To improve water security and climate resilience, WaterAid India supports the rejuvenation of traditional water bodies. The proposed intervention aims to rejuvenate an existing pond at Aima Soshankali, Dadpur Gram Panchayat, Hooghly District, West Bengal, through desiltation and deepening to enhance water storage and groundwater recharge.
 
2. Objectives
The project aims to restore the existing pond in Aima Soshankali village to improve water storage capacity, enhance groundwater recharge, and provide sustainable water resources for agriculture, livestock, and community use. It will also promote community participation in operation and maintenance.
 
3. Village Profile
Aima village is situated under Dadpur Gram Panchayat of Polba-Dadpur Block in Hooghly District, West Bengal. The proposed pond directly benefits five villages namely Aima, Kantagori, Khorsat, Shekendarpur, and Hodla.
 
The total population expected to benefit from the intervention is approximately 4,897 people.
 
4. Key Findings
The pond has experienced significant silt accumulation, reducing its water-holding capacity. It serves as an important source of water for religious activities, livestock, and supplementary irrigation.
 
The community has strongly requested pond rejuvenation and is willing to participate in maintenance activities.
 
Desiltation and deepening will increase the pond’s storage capacity by approximately 8,595 m³ and generate an estimated groundwater recharge benefit of 7,736 m³ annually.
 
The intervention will improve groundwater levels, strengthen water security, and enhance the local environment.

5. Terms and Conditions:

6. Deliverables
 
  • The selected agency/vendor shall be responsible for the following deliverables:
  • Completion of all pond rejuvenation works, including desiltation, deepening, bund formation, silt trap construction, inlet-outlet arrangements, plantation, and associated site development works as per the approved BOQ, technical specifications, and instructions of Jal Seva Charitable Foundation (JSCF).
  • Completion of the entire work within 45 calendar days from the date of issuance of the work order.
  • Deployment of adequate manpower, machinery, tools, and supervision to ensure quality execution and timely completion of the work.
  • Maintenance of proper measurement records, work progress documentation, and photographic evidence (before, during, and after completion of the work).
  • Submission of a Work Completion Report containing:
  1. Quantity of work completed against BOQ;
  2. Before and after photographs;
  3. Details of challenges and mitigation measures, if any;
  4. Certification of completion by the concerned site representative.
  • Submission of original invoice along with:
  1. Work Completion Report;
  2. Measurement Sheet/Work Completion Certificate;
  3. GST-compliant invoice and supporting documents as applicable.
  • Close coordination with JSCF and WaterAid India representatives throughout the implementation period and compliance with all technical guidance provided during execution.
  • Ensuring safety of workers, protection of surrounding assets, and adherence to all applicable statutory and environmental regulations during the execution of the work.
  • Cleaning and restoration of the work site after completion of construction activities and removal of all surplus materials, debris, and temporary structures.
  • Formal handover of the completed work to Jal Seva Charitable Foundation (JSCF) along with a signed acknowledgment and completion certificate.
  • Participation in site inspections, verification visits, and final measurements conducted by JSCF and/or WaterAid India representatives before final approval and payment.
