1. Background
Hooghly district is facing declining groundwater levels due to excessive extraction and climate change. Schools generate significant amounts of grey water from handwashing and mid-day meal activities, which currently remains unmanaged. Establishing kitchen gardens using treated grey water can improve sanitation, promote water reuse, and support student nutrition.
2. Objectives
- Manage and reuse grey water generated in schools.
- Improve student nutrition through organic vegetable cultivation.
- Promote hygiene and environmental awareness.
- Enhance groundwater recharge and campus greenery.
3. Institutional Profile
The proposed intervention will be implemented at Boso Priyonath High School, Dhaniakhali-II Gram Panchayat, Hooghly District, West Bengal, and Belmuri Balika Vidyalaya, Belmuri Gram Panchayat, Hooghly District, West Bengal. Both institutions serve a large student population, with enrolments of approximately 683 students and 620 students, respectively. The schools operate Mid-Day Meal programmes and handwashing facilities, generating a considerable quantity of grey water on a daily basis.
4. Key Findings
- Grey water from school activities is currently unmanaged, causing stagnant water and hygiene issues.
- Adequate space is available for kitchen garden development.
- School authorities and communities are willing to support operation and maintenance.
- The intervention can improve sanitation, nutrition, water conservation, and serve as a replicable model for other schools.

6. Deliverables
The selected agency/vendor shall be responsible for the following deliverables:
- Completion of all works related to the Grey Water Management System with Settler Tank, including excavation, RCC/PCC works, brick masonry, plastering, bar screen installation, inlet-outlet arrangements, UPVC piping, testing, and commissioning as per the approved BOQ, technical specifications, and instructions of Jal Seva Charitable Foundation (JSCF).
- Completion of Kitchen Garden Development Works, including preparation of garden beds, brick edging, soil filling, irrigation pipe network, fencing with RCC posts and GI fencing net, site levelling, dressing, and all associated works required for effective utilization of treated grey water.
- Completion of Restoration Works of Existing Handwashing and Kitchen Wash Units, including repair of damaged structures, plumbing fixtures, leakage rectification, replacement of defective pipes and fittings, plaster repair, painting, testing, and commissioning.
- Completion of the entire work at both schools within 30 calendar days from the date of issuance of the work order.
- Deployment of adequate manpower, tools, equipment, materials, and site supervision to ensure quality construction and timely completion of the work.
- Maintenance of proper measurement records, daily progress documentation, and photographic evidence (before, during, and after completion) for all project components.
- Submission of a Work Completion Report containing:
- Quantities executed against the approved BOQ;
- Before and after photographs;
- Details of grey water management infrastructure constructed;
- Details of kitchen garden development works completed; • Challenges encountered and corrective measures adopted, if any;
- Certification of completion by the concerned site representative.
- Submission of original invoice along with:
- Work Completion Report;
- Measurement Sheet/Work Completion Certificate;
- GST-compliant invoice and supporting documents as applicable.
- Coordination with JSCF, WaterAid India, school authorities, and School Management Committees throughout the implementation period and compliance with all technical guidance provided during execution.
- Ensuring safety of workers, students, and school property during execution and adherence to all applicable statutory, environmental, and safety regulations.
- Cleaning and restoration of the work site after completion, including removal of surplus materials, debris, temporary structures, and construction waste.
- Formal handover of the completed grey water management system, kitchen garden, and restored facilities to the respective school authorities and Jal Seva Charitable Foundation (JSCF), along with signed completion and handover certificates.
- Participation in site inspections, quality checks, verification visits, and final measurements conducted by JSCF and/or WaterAid India representatives before final approval and payment.
- Providing basic orientation to designated school representatives on operation and routine maintenance of the settler tank, grey water conveyance system, irrigation network, and kitchen garden for ensuring long-term sustainability of the intervention.
