About the Project
This project, implemented by PSMRI in partnership with the STOP TB Partnership and supported through the U.S. Department of State, aims to strengthen tuberculosis (TB) detection and linkage to treatment among underserved tribal populations across India. Phase 1 of the initiative will screen approximately 2 million people across 24 districts in 8 high-burden states using 150 mobile screening teams equipped with AI-enabled portable digital X-ray and molecular diagnostic tools. The project will deploy a large field workforce supported by strong monitoring and program management structures to ensure quality, speed, and accountability. The following role contributes to this effort by supporting community screening, diagnostics, coordination, monitoring, and linkage to TB treatment under the National TB Elimination Programme (NTEP).
About the Role
The Surveillance Specialist – TB at the state level will be responsible for operationalizing and strengthening TB surveillance systems across districts, ensuring real-time, high-quality, case-based surveillance. The role will enable early identification of TB hotspots, outbreaks, and programmatic gaps, and support timely public health response, particularly in high-burden and tribal geographies.
The role will act as a critical bridge between data and action, integrating surveillance with program implementation, RMLE systems, and outbreak response at the state and district levels.
The role is expected to work towards,
1. Conduct outbreak investigations, build capacity of Block & District team to conduct outbreak investigation including:
a. Household and community clustering
b. Drug-resistant TB clusters
1.2. Adapt project and program identified methodologies for:
a. Hotspot identification and micro-prioritization (village/block level)
b. Detection of high TB burden clusters and underserved populations
c. Identification of rising DR-TB trends and diagnostic gaps
2. Analyze data to:
a. Measure TB screening & testing coverage under project
• Identify TB hotspots and high-burden geographies (district/block/village level)
• Detect clusters of TB cases and underserved populations
• Identify emerging trends in DR-TB and diagnostic gaps
3. Support implementation of TB outbreak definitions, protocols, and response frameworks at state level
4. Support micro-prioritization of villages/blocks for targeted interventions
5. Generate regular surveillance insights and dashboards for state and district teams
6. Lead/coordinate surveillance inputs for outbreak investigations, including:
a. Household and community clustering
b. Drug-resistant TB clusters
7. Work closely with RMLE teams to:
a. Ensure data quality, triangulation, and validation
b. Integrate surveillance indicators into M&E frameworks and dashboards
8. Translate surveillance data into:
a. Actionable programmatic recommendations for districts
b. Inputs for state program planning and course correction
9. Build capacity of district surveillance staff, RMLE teams, and program teams on:
a. Surveillance systems and tools
b. Data analysis and interpretation
c. Use of dashboards and digital platforms
10. Support development and dissemination of:
a. SOPs, guidelines, and training materials
11. Provide technical assistance to State TB Cell, District TB Officers, and partners
12. Prepare state-level surveillance reports, including:
a. Trend analysis
b. Hotspot mapping
c. Outbreak summaries
13. Support development of:
a. Technical briefs
b. Case studies and best practices
14. Ensure timely reporting to State Lead and national teams

Essential Qualifications : Master’s degree in Public Health / Epidemiology / Biostatistics / Demography / Data Science / Health Informatics or related field
Additional training/certification in epidemiology, surveillance, or data analytics will be an advantage
Essential Experience and Skills
• Minimum 6-8 years of experience in public health programs, with strong focus on:
o Disease surveillance systems
o TB or other communicable diseases
• Demonstrated experience working with or supporting National TB Elimination Programme (NTEP) or similar large-scale national health programs
• Experience in design and management of surveillance systems at state level
• Experience in working with government stakeholders, especially at national level (CTD, NHM, ICMR)
• Experience in donor-funded, state programs and large-scale field implementations
• Proven experience in data-driven program management and integration with M&E systems
• Experience in operational research, outbreak investigations, or epidemiological studies
• Strong understanding of:
o TB epidemiology, transmission dynamics, and DR-TB challenges
o Surveillance systems and case-based reporting platforms (e.g., Ni-kshay)
• Expertise in:
o Data analysis tools (SPSS, Stata, R, Python or equivalent)
o Data visualization and dashboarding tools
o GIS-based mapping and hotspot analysis (desirable)
• Knowledge of:
o Evaluation methodologies (quantitative, qualitative, mixed methods)
o AI/ML applications in public health surveillance
• Fluency in English and Hindi (reading, writing & oratory skills) is a prerequisite. Knowledge of other languages spoken in India would be an asset;
• Ability to effectively communicate, network and negotiate with a diverse range of stakeholders (internal and external), to achieve program objectives;
• Ability to work independently and good problem-solving skills;
• Ability to seamlessly multitask in a fast-paced environment, set priorities, and meet deadlines;
• Should be a team player with strong training & mentoring skills.
Additional preference (Desirable)
• Experience in Whole Genome Sequencing (WGS), advanced epidemiological modelling, or outbreak analytic
• Proven experience in working with tribal communities or in rural/underserved areas, with a particular focus on youth or students.
• Experience working with multi-stakeholder groups, including government agencies, NGOs, and local community leaders.
