Project Brief:
This project, implemented by PSMRI in partnership with the STOP TB Partnership and supported through the U.S. Department of State, aims to strengthen tuberculosis (TB) detection and linkage to treatment among underserved tribal populations across India. Phase 1 of the initiative will screen approximately 2 million people across 24 districts in 8 highburden states using 150 mobile screening teams equipped with AI-enabled portable digital X-ray and molecular diagnostic tools. The project will deploy a large field workforce supported by strong monitoring and program management structures to ensure quality, speed, and accountability. The following role contributes to this effort by supporting community screening, diagnostics, coordination, monitoring, and linkage to TB treatment under the National TB Elimination Programme (NTEP).

Role Overview:
The State Lead – TB will be responsible for overall leadership, planning, and execution of the TB program at the state level, ensuring alignment with national priorities and effective on-ground implementation. The role will drive program performance, stakeholder engagement, data-driven decision-making, and team coordination across districts, while ensuring integration of RMLE, digital, and technical components.

Role & Responsibilities:
1. Program Planning & Strategic Leadership
• Lead the overall planning and execution of TB interventions across the state.
• Align state project strategy with the National TB Elimination Programme (NTEP) and State TB Cell (STC) priorities.
• Identify high-burden blocks/areas for targeted field interventions.
• Develop and oversee state implementation plans, targets, and timelines.
• Drive innovative and context-specific approaches to accelerate TB elimination, as guided by the central team, including:
o Identification of priority geographies
o Ensuring support and coordination with STC and ICMR institutes

2. Program Implementation & Operations Management
• Ensure effective roll-out of program activities across districts.
• Monitor district-wise performance against defined KPIs and targets.
• Conduct regular review meetings with district teams and ensure timely follow-up actions.
• Identify implementation bottlenecks and facilitate timely resolution.
• Oversee implementation and adoption of digital health platforms across districts.
• Address operational challenges and capacity gaps related to digital tools and systems.
• Act as the primary interface with the State TB Cell and state health authorities.

3. Team Leadership & Capacity Building
• Lead and manage the state program team, including MLE personnel, surveillance specialists, and field staff.
• Build the capacity of district teams on:
o Program implementation
o Data use and reporting
o Digital tools and systems

4. Field Monitoring & Supportive Supervision
• Undertake regular field visits to districts and health facilities.
• Monitor quality of implementation and ensure data accuracy.
• Provide on-site mentoring, troubleshooting, and problem-solving support.
• Undertake field visits to project geographies for monitoring implementation and evaluations.

5. Reporting, Documentation & Knowledge Management
• Document best practices, innovations, and operational challenges.
• Ensure preparation of high-quality state-level reports, including:
o Monthly and quarterly progress reports
o Review presentations for CTD, STC, and internal project teams
• Support development of:
o Technical briefs and guidance notes
o Case studies and success stories
• Ensure timely and accurate reporting to the national team and key stakeholders.
• Develop knowledge products based on data, studies, and survey findings for internal and external stakeholders.

6. Surveillance, Data Analytics & Digital Systems
• Ensure effective utilization of Ni-kshay and project digital tools for real-time case-based surveillance.
• In collaboration with the Surveillance Specialist, establish mechanisms for early identification of hotspots and emerging trends.
• Lead analysis of surveillance data to generate actionable insights for program planning and response.

7. Partnerships & Stakeholder Engagement
• Support management of partnerships with ICMR institutes and private partners for deployment of innovative technologies.
• Maintain strong coordination with government stakeholders and partner organizations.

8. Additional Responsibilities
• Undertake any other responsibilities or specific tasks assigned by the organization, as required.

Essential Experience & Skills:
• Minimum 10-12 years of experience in public health programs with significant focus on TB
• Experience of providing technical assistance to government programmes (TB/health/nutrition) and the government information systems will be preferred;
• Demonstrated experience working with or supporting the National TB Elimination Program or other National Health Programs
• Experience in working with government stakeholders, particularly at state level (e.g., State TB Cell, National Health Mission)
• Proven experience at state level program management, including design and scale-up of public health interventions
• Strong experience in program strategy, planning, and performance management
• Experience in donor-funded programs and working with development partners
• Hands-on experience in implementation of key TB program areas:
• Active Case Finding (ACF)
• TB Preventive Therapy (TPT)
• Diagnostics (X-ray, NAAT)
• Experience in leading teams and multi stakeholder programs
• Strong understanding of TB epidemiology, program strategies, and operational challenges in India
• Experience in data-driven program management, including working with RMLE/M&E systems
• Experience in designing frameworks, KPIs, and monitoring systems
• Exposure to digital health tools and data platforms in public health programs
• Ability to develop high-quality technical documents, reports, and policy briefs
• Fluency in English and Hindi (reading, writing & oratory skills) is a prerequisite. Knowledge of other languages spoken in India would be an asset;
• Ability to effectively communicate, network and negotiate with a diverse range of stakeholders (internal and external), to achieve program objectives;
• Ability to work independently and good problem-solving skills;
• Ability to seamlessly multitask in a fast-paced environment, set priorities, and meet deadlines;
• Should be a team player with strong training & mentoring skills.

Desirable Experience:
• Experience on data collection tools, apps for data collection and dashboard visualization software will be an added advantage
• Proven experience in working with tribal communities or in rural/underserved areas, with a particular focus on youth or students.
• Experience working with multi-stakeholder groups, including government agencies, NGOs, and local community leaders.
