CONTENT OF TERMS OF REFERENCE (TOR)
Background:
The policy environment with the Right to Education (RTE) Act 2009, the National Early Childhood Care and Education Policy (NECCEP) 2013, and the National Education Policy (NEP) 2020 supports the rights of children to achieve the potential with educational competencies being one of the prime vehicles. However, there is evidence that maximum dropout in grade one is because children come to school without readiness for school; there are children who have not participated in pre-primary education. In our client’s global education strategy, it is recognized that Early Childhood Education (ECE) plays a significant role in reducing disparities as “disadvantage begins in the early years,” and “major lessons learned suggest that to achieve global targets, countries, and partners need to address gender and other disparities that impede equitable progress; improve children’s readiness for school to give them the ‘right start’.”
Various improvements have been initiated in Madhya Pradesh in the last couple of years resulting in an increase in pre-school enrolment of 5 year olds from 52% to 66.7% between 2022 to 2024. The major focus has been sharing the Adharshila curriculum with anganwadi centers (AWCs), developing workbooks for children, provision of play materials, training of functionaries, and also opening of pre-school sections in select government schools of the state. During 2025–26, in partnership with the Education Department, our client supported the review and enrichment of ECCE learning resources, teacher training modules, and implementation strategies for pre-school classes in approximately 4700 Government, Sandipani, and PM SHRI schools. More recently, guidelines have also been issued to map and co-locate AWCs with schools to improve delivery of pre-school education (PSE) and engagement with parents. However, many challenges remain:
Low Preschool Enrolment: The ASER report of Madhya Pradesh 2024 indicates that only 66.7% of 5 year olds are enrolled in any type of pre-school. Without preschool exposure, many children enter grade 1 ill-prepared for the academic and social demands of formal schooling, widening existing disparities in educational outcomes, especially for marginalized and economically disadvantaged communities.
Capacity Constraints amongst ICDS functionaries: Anganwadi Workers (AWWs) and supervisors struggle with limited technical knowledge and skills required for ECCE program implementation.
Inadequate Infrastructure: Many AWCs lack the necessary infrastructure and resources to provide a conducive learning environment.
Challenges in Monitoring and Supervision: Ensuring the quality of ECCE programs requires robust monitoring and supportive supervision systems. However, the absence of effective tools and frameworks often hampers these efforts.
Limited Community Engagement: Active participation from parents and communities is critical for the success of ECCE programs. However, mobilizing community support often remains a challenge.
