Job Description: District Program Manager (DPM)
Position Title: District Program Manager
Location: Multiple locations across India including:
• Chhattisgarh: Sukma, Bastar, Dantewada
• Gujarat: Navsari, Valsad

• Odisha: Nabarangapur, Koraput

Reporting To: State Program Manager
Role Purpose:
To lead and manage district-level implementation of TB screening, diagnostic, and treatment linkage activities, ensuring efficient execution of camp-based operations and strong coordination with government health systems at district and block level.
About Project:
This project, implemented by PSMRI in partnership with the STOP TB Partnership and supported through the U.S. Department of State, aims to strengthen tuberculosis (TB) detection and linkage to treatment among underserved tribal populations across India. Phase 1 of the initiative will screen approximately 2 million people across 24 districts in 8 high-burden states using 150 mobile screening teams equipped with AI-enabled portable digital X-ray and molecular diagnostic tools. The project will deploy a large field workforce supported by strong monitoring and project management structures to ensure quality, speed, and accountability. The following role contributes to this effort by supporting community screening, diagnostics, coordination, monitoring, and linkage to TB treatment under the National TB Elimination Programme (NTEP).
Key Responsibilities:
1. District Planning & Implementation:
• Develop comprehensive district micro-plans covering:
o Village selection
o Camp scheduling
o Resource allocation
• Ensure prioritization of high-burden villages in consultation with block TB officials.
2. Operations Management:
• Oversee end-to-end execution of:
o Screening camps
o Camp team deployment
o Diagnostic services
• Ensure each team consistently achieves defined daily screening targets (100 individuals per team per day).
3. Team Supervision:
• Supervise and provide guidance to:
o Block Program Managers
o Camp Coordinators
• Monitor field team performance and productivity.
• Ensure timely availability of manpower, equipment, and consumables for smooth operations.
4. Government Coordination:
• Establish and maintain strong coordination with:
o District TB Officer (DTO)
o Senior Treatment Supervisor (STS) and Senior TB Laboratory Supervisor (STLS)
o Block Medical Officers
• Ensure effective referral linkages, treatment initiation under NTEP, and seamless data synchronization with the Nikshay platform.
5. Monitoring & Reporting:
• Track key performance indicators including:
o Number of camps conducted
o Screening coverage
o Diagnostic yield
o Treatment initiation rates
• Ensure timely submission of daily, weekly, and monthly reports to the state team.
• Support the M&E team in data validation and quality checks.
6. Logistics & Supply Chain:
• Ensure availability, functionality, and optimal utilization of:
o X-ray machines
o TruNAAT devices
o Consumables
• Coordinate equipment maintenance, repairs, and replacements to minimize downtime.
7. Financial Management:
• Manage district-level budgets and track expenditure.
• Approve operational expenses in line with program guidelines.
• Monitor cost efficiency and optimize resource utilization across camps.
8. Quality & Compliance:
• Ensure strict adherence to:
o Biomedical waste management protocols
o Screening and diagnostic guidelines
• Conduct regular field visits for supervision and quality assurance.
9. Issue Resolution & Risk Management:
• Proactively identify and address operational challenges, including:
o Equipment failures
o Low community mobilization
o Staff absenteeism
• Maintain buffer staffing and implement contingency plans to ensure continuity of operations.
Key Deliverables / KPIs:
• Achievement of district-level screening targets
• Camp efficiency (planned vs actual coverage)
• High referral-to-treatment conversion rate
• Minimal equipment downtime
• Timely and accurate reporting
Qualifications:
• Graduate/Postgraduate in Public Health / Management / Social Sciences
• 5–8 years of experience in health program implementation
• Prior experience in district-level government coordination preferred
