The National Institute of Urban Affairs is an autonomous body under the Ministry of Housing and Urban Affairs. It is a premier institute dedicated to advancing research, capacity building and knowledge dissemination in the urban sector.
About National Capital Region Planning Board (NCRPB)
The National Capital Region Planning Board is statutory body constituted under the act of Parliament, under Ministry of Housing and Urban Affairs. The growth of population of Delhi has contributed to increasing congestion and shortages of civic amenities. Hence, this Board was started with the purpose to address problems of land, housing, transportation and management of essential infrastructure like water supply and sewerage that have become more acute.
Project Overview and Objectives
The overall objective of this engagement is to provide high-quality, specialised technical and advisory support to NCRPB in matters relating to urban and regional planning, transportation, urban infrastructure, and economic development or any other work. NCRPB is also implementing two central sector schemes of the Government of India in National Capital Region (NCR) i.e. Naya Safar Yojana Scheme, Swach Pawan Neel Gagan Swasth NCR (SPNG- NCR).
Key Responsibilities:
He/she shall provide professional, intellectual and advisory services in the field of Financial Management and Accounts to NCR Planning Board (NCRPB), where outcomes are expected to vary based on the expertise of the individual engaged.
• Assist Consultant Grade-1 and 2 under their supervision.
• Liaison filing work and documentation for the projects.
• Assist in managing scheme funds and its utilization.
• Assist in processing the claims to beneficiaries for payment on concerned portal/ PFMS as per prescribed timelines of the schemes.
• Assist in checking and initiate the payment advices/claims under the schemes on portal/PFMS.
• Assist in preparation of the database for each participating State of the schemes
• Assist in processing claim of beneficiaries of scheme wrt subsidy / interest subvention /loan EMIs., etc.
• Assist in preparation of monthly / quarterly report as required to be submitted to various departments.
• Record keeping and its updation of portal, MIS reports.
• Assist in coordination with the stakeholders on regular basis
• Assist in monitoring progress and implementation of schemes
• Ability to handle sensitive and confidential information.
• He/she will report to Consultant Gr. 1 for above Schemes related work
• He/she shall assist to Director (A&F)/FAO/AD(F) for other miscellaneous works of NCRPB.
Skills & Competencies:
• Proficiency in Financial Management and Accounting.
• Proficiency in writing and editing skills (English & Hindi).
• Proficiency in MS Office and accounting softwares viz. Tally/ERP.
Qualification
• M. Com/ MBA(Fin.)/CA/ ICWA/ 2 years PG Diploma in Management.
Experience
Essential:
• Minimum 1 year of professional experience in Financial Management and Accounting.
• Exceptional writing and editing skills (English & Hindi).
• Proficiency in Tally/ERP and MS Office (Word, Excel, PowerPoint)
Desirable:
• Experience in Project Management Unit (PMU) involving multiple agencies or stakeholders.
• Experience in Financial Resource Mobilization in public sector context.
• Experience with multilateral or bilateral funding institutions.
• Experience with Ministries, Statutory or Autonomous Bodies, UDAs, ULBs, PSUs and reputed private organizations.
• Proficiency in data analytics, use of statistical packages and tools, and AI applications.
• Experience in PFMS or any other public fund management portal.
Age Limit
Maximum - 32 (thirty two) years
Location of position
Based at the office of the NCRPB, Core 4B, India Habitat Centre, Lodhi Road, New Delhi, with travel as and when required.
Remuneration
Maximum remuneration will be Rs. 70,000/- per month.
