The National Institute of Urban Affairs is an autonomous body under the Ministry of Housing and Urban Affairs. It is a premier institute dedicated to advancing research, capacity building and knowledge dissemination in the urban sector.
About National Capital Region Planning Board (NCRPB):
The National Capital Region Planning Board is statutory body constituted under the act of Parliament, under Ministry of Housing and Urban Affairs. The growth of population of Delhi has contributed to increasing congestion and shortages of civic amenities. Hence, this Board was started with the purpose to address problems of land, housing, transportation and management of essential infrastructure like water supply and sewerage that have become more acute.
Project Overview and Objectives
The overall objective of this engagement is to provide high-quality, specialised technical and advisory support to NCRPB in matters relating to urban and regional planning, transportation, urban infrastructure, and economic development or any other work. NCRPB is also implementing two central sector schemes of the Government of India in National Capital Region (NCR) i.e. Naya Safar Yojana Scheme, Swach Pawan Neel Gagan Swasth NCR (SPNG- NCR).
Key Responsibilities:
The Consultant Grade-II working under the overall guidance of the Competent Authority & Senior Consultant, and the day-to-day supervision will be with the Reporting Officer:
• Monitor project timelines and deliverables to ensure timely execution of activities with the Ministry of Housing and Urban Affairs (MoHUA), Ministry of Road Transport and Highways (MoRTH), and other Government agencies for effective implementation and issue resolution.
• Assist in preparation, review, and quality assurance of functional plans, sub-regional plans, and other statutory or non-statutory planning documents.
• Support on operationalisation of plan policies, including preparation of guidance notes, etc.
• Assist in conducting conformity reviews of sub-regional plans, master/ development plans, etc. prepared by State Town Planning Departments, UDAs, and ULBs as per the regional plan.
• Provide inputs on urban transport planning including mass transit (metro, RRTS, BRT, bus systems), non-motorised transport, freight and logistics, and mobility integration.
• Assist in transport demand assessments, comprehensive mobility plans (CMPs), and station-area development plans for transit corridors.
• Assist in multi-modal integration, last-mile connectivity, and TOD implementation along major transit corridors.
• Prepare coordination notes for use in inter-state or inter-agency forums.
• Provide inputs on urban utilities planning.
• Assist in conducting or review infrastructure readiness assessments for urban areas, industrial zones, and economic nodes.
• Support in preparation of bankable Detailed Project Reports (DPRs) for urban infrastructure projects.
• Conduct or assist in economic base studies, sectoral analyses, investment readiness assessments, and economic impact assessments of major infrastructure projects.
• Assist in identifying and designating priority economic nodes, growth corridors, etc. in NCR and counter-magnet areas.
• Provide inputs on land value capture instruments for use by ULBs and UDAs.
• Assist in preparation or review investment promotion strategies, sectoral specialisation frameworks, and regulatory harmonisation notes for economic activities across jurisdictions.
• Prepare briefing notes, presentations, policy papers, and analytical reports for the Competent Authority and senior Government officers.
• Assist or contribute to flagship knowledge products of NCRPB including annual reports, sectoral status reports, and dashboard products.
• Attend various technical meetings, workshops, and conferences as directed and prepare brief notes, etc.
• Provide necessary assistant to the Senior Consultant.
• Any other work as assigned by the Competent Authority and Senior Officers of NCRPB.
Qualification:
Master’s Degree (or higher) in Transport Planning (with minimum 60% marks); over a basic Master’s Degree in Geography/ Economics or a Bachelor’s degree in Civil Engineering/ Architecture/ Physical Planning.
Experience:
Essential:
• Minimum of 8- 15 years of post-qualification professional experience in urban-regional planning, transportation, infrastructure, or economic development, of which a minimum of 05 (five) years shall be in positions of considerable responsibility.
• Domain Experience: Experience in at least 3 (three) of the following 4 (four) domain areas:
1. Urban / regional spatial planning (master plans, regional plans, statutory plans, land use, zoning)
2. Transportation and mobility planning (urban transport, freight/logistics, mass transit, TOD)
3. Urban utilities and infrastructure (water, sewerage, solid waste, power, environmental planning)
4. Economic development and investment planning (industrial policy, cluster analysis, economic impact assessment, investment promotion)
• Government / Statutory Body Experience: Experience of working in or with Government Ministries, Statutory Bodies, Urban Development Authorities, or other public sector institutions in a technical advisory capacity.
• Inter-jurisdictional Experience: Experience in planning assignments involving multiple agencies, jurisdictions, or stakeholders.
• Proficiency in data analytics, use of statistical package and tools, and AI applications.
• A working knowledge in GIS-based mapping and database systems is required.
Desirable:
• Experience of World Bank, ADB, AIIB, JICA, or other development finance institution-funded urban or infrastructure programmes.
• Experience with Government of India flagship urban programmes — Smart Cities Mission, AMRUT 2.0, PMAY-Urban, Swachh Bharat Mission Urban, PM GatiShakti National Master Plan.
• Published research, reports, peer-reviewed papers, or studies in urban planning, transport economics, or regional development.
• Experience in preparing or reviewing master plans under State Town & Country Planning Acts.
• Familiarity with the National Infrastructure Pipeline (NIP) framework and PM GatiShakti.
• Demonstrated capability to lead multi-disciplinary teams and engage with senior government counterparts.
Key Skills & Competencies:
• Strong understanding of urban planning regulations, zoning systems, and mixed land use frameworks.
• Experience in policy evaluation, urban governance, and spatial planning.
• Familiarity with GIS platforms (ArcGIS / QGIS / equivalent) and data visualisation tools is desirable.
• Excellent analytical, and report-writing skills.
• Excellent communication and technical documentation skills.
• Language: Proficiency in written and spoken English. Working knowledge of Hindi is desirable.
• Computer Proficiency: Proficiency in MS Office (Word, Excel, PowerPoint).
Location of position :
Based at the office of the NCRPB, Core 4B, India Habitat Centre, Lodhi Road, New Delhi, with travel as and when required.
Reporting:
The Consultant Grade – II (Transport) shall report to Chief Regional Planner, NCRPB.
Age Limit: Maximum - 50 (fifty) years.
Nationality: The applicant should be an Indian national.
Remuneration:
Remuneration will be INR 1,45,000 – 2,65,000 per month, commensurate with qualifications and experience.
