The National Institute of Urban Affairs is an autonomous body under the Ministry of Housing and Urban Affairs. It is a premier institute dedicated to advancing research, capacity building and knowledge dissemination in the urban sector.
About National Capital Region Planning Board (NCRPB)
The National Capital Region Planning Board is statutory body constituted under the act of Parliament, under Ministry of Housing and Urban Affairs. The growth of population of Delhi has contributed to increasing congestion and shortages of civic amenities. Hence, this Board was started with the purpose to address problems of land, housing, transportation and management of essential infrastructure like water supply and sewerage that have become more acute.
Project Overview and Objectives:
The overall objective of this engagement is to provide high-quality, specialised technical and advisory support to NCRPB in matters relating to urban and regional planning, transportation, urban infrastructure, and economic development or any other work. NCRPB is also implementing two central sector schemes of the Government of India in National Capital Region (NCR) i.e. Naya Safar Yojana Scheme, Swach Pawan Neel Gagan Swasth NCR (SPNG- NCR).
Key Responsibilities:
He/she shall be responsible for the following, working under the overall guidance of the Competent Authority and the day-to-day supervision of the Reporting Officer:
• Managing end-to-end project lifecycles w.r.t. financial perspective, from initiation to closure.
• Managing and oversee funds routing for each NCR sub region as per prescribed timelines of the schemes.
• Monitoring financial statements, supervising formulation and ensuring implementation of standard operation procedures in coordination with Project Manager
• Coordinate with Ministry for Budget support
• Act as PAO/DDO to authorise individual payments through portal/PFMS for DBT to each beneficiary
• Verify the documents of each claim before processing the payment through PFMS/portal
• Approving the payment advices/claims under the schemes on PFMS/portal.
• Assess the database for each participating State of the schemes
• Looking after the subsidy or interest subvention on loan EMIs.
• Submission of monthly / quarterly report as required to be submitted to various departments.
• Supervision of statutory compliances.
• Coordinate with auditors for Audit and replies to their observations.
• Supervision of record management w.r.t. Finance & Accounts.
• Regular monitoring of grant and its utilization.
• Updation of concerned portal.
• Preparation of Budget/Annual Plan etc..
• Liaison with the stakeholders on regular basis
• Monitoring progress and implementation of schemes
• Ability to handle sensitive and confidential information.
• To perform any other task given by the MS/CRP/Director (A&F).
• He/she shall assist MS/CRP/Director (A&F) for other miscellaneous works of NCRPB.
Qualification:
M.Com/MBA (Fin.)/CA/ICWA/2 years PG Diploma in Management.
Experience:
Essential:
• Minimum 8-15 years of professional experience in Financial Management and Accounting in supervisory capacity. (Note: Experience includes upto 3 years for Ph.D. holder, provided no work experience is counted during those 3 years).
• Proficiency in the use of Tally/ERP and MS Office (Word, Excel & Power-point).
• Proficiency in data analytics, use of statistical packages and tools, and AI applications.
Desirable
• Experience in Project Management Unit (PMU) involving multiple agencies or stakeholders.
• Experience in Financial Resource Mobilization in public sector context.
• Experience with multilateral or bilateral funding institutions.
• Experience with Ministries, Statutory or Autonomous Bodies, UDAs, ULBs, PSUs and reputed private organizations.
• Experience in PFMS or any other public fund management portal.
Age Limit:
Maximum - 50 (fifty) years.
Skills & Competencies:
• Strong understanding of accounting principles and standards, tax laws, GFR rules, and financial regulations.
• Good knowledge of financial software and MS Office.
• In-depth knowledge of tax planning and compliance, including GST, direct taxes, and other statutory filings.
• Proven experience in financial reporting, budgeting, forecasting, and analysis.
• Ability to handle sensitive and confidential information.
Location of position :
Based at the office of the NCRPB, Core 4B, India Habitat Centre, Lodhi Road, New Delhi, with travel as and when required.
Remuneration:
Remuneration will be Rs. 1,45,000/- to 2,65,000/- p.m. commensurate with qualifications and experience.
