Summary of Role
The Cluster Coordinator will be responsible for coordinating and supervising the implementation of project activities across a cluster of approximately five villages under the Integrated Nutrition, Community Development and Education Project. The position will ensure effective delivery of interventions related to nutrition, maternal and child health, early childhood development, WASH, education (STEM/ Science & other academic intervention), livelihoods, community institutions, and social protection through close supervision of Community Mobilisers and active engagement with village-level stakeholders.
The Cluster Coordinator will directly supervise three Community Mobilisers and serve as the primary link between the field team and the Project Manager, ensuring timely implementation, quality service delivery, accurate reporting, and achievement of project targets.
Key Responsibilities
Programme Implementation
- Coordinate and oversee implementation of all project activities across assigned villages in accordance with approved workplans and implementation guidelines.
- Prepare and monitor weekly and monthly activity plans for Community Mobilisers.
- Ensure timely achievement of project outputs and field-level milestones.
- Identify implementation challenges and proactively recommend corrective actions.
- Ensure inclusion of vulnerable and underserved households in programme activities.
Community Mobilization and Stakeholder Engagement
- Build and maintain strong relationships with Panchayati Raj Institutions (PRIs), Village Health, Sanitation and Nutrition Committees (VHSNCs), Anganwadi Centres, schools, education department, frontline workers, Self-Help Groups (SHGs), youth groups, and other community institutions.
- Facilitate community meetings, awareness campaigns, Village Health and Nutrition Days (VHNDs), and behaviour change communication activities.
- Promote convergence with relevant government schemes and services related to nutrition, health, sanitation, education, and livelihoods.
- Support community ownership and participation in project interventions.
Team Supervision and Capacity Building
- Directly supervise and mentor three Community Mobilisers.
- Conduct regular field visits to monitor performance and provide supportive supervision.
- Review daily and weekly work plans, field reports, and activity completion.
- Organise regular review meetings and on-the-job coaching for Community Mobilisers.
- Support orientation and capacity building of field staff on project interventions and community engagement approaches.
Monitoring, Documentation and Reporting
- Timely report submission to the project manager as per the requirement
- Monitor implementation progress against project indicators and targets.
- Ensure timely and accurate collection, verification, and submission of beneficiary data and project MIS.
- Maintain village profiles, beneficiary records, activity registers, and documentation.
- Prepare weekly and monthly progress reports for submission to the Project Manager.
- Document case studies, success stories, lessons learned, and best practices.
Quality Assurance
- Ensure implementation of project activities in accordance with approved technical protocols and quality standards.
- Conduct regular field observations to verify quality of community sessions, home visits, counselling, and group meetings.
- Ensure corrective actions are implemented based on monitoring findings.
- Promote adherence to safeguarding, child protection, gender equity, and organisational policies.
Logistics and Administrative Support
- Support planning and coordination of community events, trainings, health camps, and outreach activities.
- Ensure proper utilization and accountability of project materials and resources.
- Assist in logistical arrangements for donor visits, government meetings, and project reviews.
Other Responsibilities
- Support baseline surveys, periodic assessments, monitoring visits, and evaluations.
- Represent the project at village and cluster-level meetings as required.
- Perform other duties assigned by the Project Manager to support effective project implementation.
- Timely submission of bills, vouchers and financial statements to the project manager as per the requirement
Qualifications and Experience
- Bachelor’s degree in social work, science, Rural Development, Public Health, Nutrition, Sociology, Community Development, or a related discipline. A Master's degree will be an added advantage.
- Minimum 3–5 years of experience in implementation of community development, nutrition, health, or rural development programmes.
- Experience supervising field teams and coordinating activities across multiple villages and led STEM/ Science & other academic intervention focus projects.
- Familiarity with Government of India programmes including ICDS, National Health Mission (NHM), Poshan Abhiyaan, Jal Jeevan Mission, Swachh Bharat Mission, National Education Policy (NEP) and rural livelihoods initiatives is desirable.
- Experience working with community institutions and local government bodies.
Knowledge and Skills
- Strong understanding of community mobilization and participatory development approaches.
- Good knowledge of maternal and child health, nutrition, behaviour change communication, and community development.
- Excellent interpersonal, facilitation, and communication skills.
- Strong supervisory and mentoring abilities.
- Ability to plan, prioritise, and manage multiple activities simultaneously.
- Experience in data collection, reporting, and use of digital MIS tools.
- Proficiency in Microsoft Office applications.
- Fluency in Punjabi and Hindi is essential. Working knowledge of English
Working Conditions
- Field-based position requiring extensive travel across assigned villages.
- Willingness to travel regularly and work in rural communities.
- Flexibility to participate in community events, meetings, and activities outside standard working hours when required.
