About Mamta Health Institute for Mother and Child (Mamta HIMC) and the Programme

Mamta-HIMC is an Indian NGO with its head office in Delhi and programmes across several states in India. The organization works primarily in the area of public health particularly to enhance health and well-being of adolescents, through community mobilization for gender equity and norm change, system strengthening and addressing gaps for equitable service delivery to all adolescents. The organization has been working for prevention of child marriage for over three decades and has implemented projects in several high child marriage prevalence states and districts.

In Madhya Pradesh, Mamta HIMC has been working, since the year 2019, in partnership with the UNICEF on “Adolescent Empowerment Programme with focus on Ending Child Marriage and Ending Violence Against Children (AE-ECM and EVAC)”. The AE programme, under the guidance of the Department of Women and Child Development is delivered as a technical assistance to the districts, particularly the DWCD offices for district level collaborative efforts on empowering adolescents and ending child marriage. This encompasses facilitation of technical assistance at state level, inter-department convergence, district action planning and periodic review by an Inter-department District Task Force. Presently this technical assistance is being extended for three administrative Divisions, viz., Ujjain, Bhopal, and Indore, covering 20 districts. The state level team is comprised of three Divisional Coordinators and a District Coordinator in Jhabua and a MIS and Documentation Manager.

Reporting:
• Position requires working closely with the DWCD team at DWCD Divisional office (Office of the JD) at Indore, Madhya Pradesh, and advocacy and collaboration with other relevant departments for a holistic approach to empower adolescents.
• Divisional Programme Coordinator will work under the guidance and support of the State Programme Manager, Mamta HIMC.
• Reporting shall be to the State Programme Manager and Deputy Director, Programmes, Mamta-HIMC, Delhi

Terms for Reference/Job Description:
• Technical assistance to the Divisional Office of the Department of Women and Child Development, Indore, Madhya Pradesh, for Adolescent Empowerment with focus on Ending Child Marriage and Violence Against Children.
• Technical assistance with focus on priority districts for effective planning, implementation and monthly review of the District Action Plans, as the annual district action plan on Beti Bachao Beti Padhao scheme (BBBP) and Baal Vivah Mukt Bharat Abhiyan (BVMBA).
• Strengthen inter-department collaboration and convergence for empowering most vulnerable and marginalised children and adolescents, especially adolescent girls.
• Strengthen collaborative actions between DWCD and other relevant departments, like Departments of Health, Education (including secondary school, higher and technical education/ colleges), Tribal Welfare, Labour, Sports and Youth development, Panchayati Raj and Rural Development and key agencies as District legal Support Authority, agencies for vocational courses and skilling for employability for the vulnerable adolescents and their care givers.
• Coordinate with Joint Directors of multiple depts and Divisional Commissioner for convergent actions towards AE, also leveraging financial allocations under departmental programmes and schemes for adolescents.
• Leveraging resources from government flagship schemes
• Technical support for quarterly District Task Force (Shakti Samiti) / DCPC meetings and inclusion of agenda relevant to AE, BBBP and CP to inform planning and review process.
• Technical support for Gram Panchayat Development Plan for specific indicators under the child and women friendly gram panchayat and Baal Sabhas.
• Technical support to districts in identifying out-of-school girls or those at risk of school-drop out, for education retention/re-enrolment/skill building with vocational courses.
• Technical support for vulnerability mapping to list vulnerable children below 18 years in the districts and linkages for social protection services and schemes.
• Plan and support divisional/district level training of Child Marriage Prohibition officers with training materials, resource persons.
• Technical support for division level planning and training of district and block resource persons on gender transformative approaches, social and behavioural change communications, adolescent life-skills based SRHR education, child protection, adolescent parenting and other relevant interventions.
• Technical support to selected districts to demonstrate through a small-scale intervention work on norm-change (gender transformative approach) in identified high risk population engaging girls, boys, parents and key community stakeholders (following the ecological framework) together with the department functionaries.
• Facilitate and strengthen the Gender forums at colleges/ higher education institutions.
• Technical assistance to districts for capacity building of the gender champions and volunteers of Shaurya dal.
• Documentation of good practices/case stories and quarterly narrative and MIS reports
to the State Programme Manager and the State MIS and Documentation Manager at Mamta HIMC.
• Carry out any other work related as per program requirement.
• Monthly travel to the priority districts in the division.

Remuneration: 50000 CTC per month (Commensurate with experience and qualifications)
