ABOUT MAMTA HEALTH INSTITUTE FOR MOTHER AND CHILD (MAMTA HIMC) AND THE PROGRAMME
Mamta-HIMC is an Indian NGO with its head office in Delhi and programmes being implemented across several states in India. The organization works primarily in the area of public health particularly to enhance health and well-being of adolescents, through community mobilization for gender equity and norm change, system strengthening and addressing gaps for equitable service delivery to adolescents in marginalized and vulnerable settings. The organization has been working for prevention of child marriage for over three decades and has implemented projects in several high child marriage prevalence states and districts.
In Madhya Pradesh, Mamta HIMC has been working, since the year 2019, in partnership with the UNICEF on “Adolescent Empowerment Programme with focus on Ending Child Marriage and Ending Violence Against Children (AE-ECM and EVAC)”. The AE programme, in close collaboration with GoMP, particularly the department of Women and Child Development, Education, Tribal Affairs, Health, and RDPR is delivered through technical assistance. Currently technical assistance is provided to 20 districts through 3 Divisional Coordinators (Bhopal, Ujjain, Indore) and 1 District Coordinator (Jhabua). The programme team is comprised of three Divisional Coordinators and a District Coordinator in Jhabua and a MIS and Documentation Manager.
Reporting:
• The State Programme Manager position is expected to provide technical assistance at state level, primarily to DWCD, under Mission Shakti and Mission Vatsalya.
• Position requires working closely with the DWCD team at the Directorate, DWCD, Madhya Pradesh and the State Women Commission. It requires to carry out advocacy and collaboration with other relevant departments including Education, Rural Development and Panchayati Raj, Health, Technical Education and Tribal Affairs, with a holistic approach, on programmes contributing to AE.
• The Programme Manager is expected to work mostly from the Directorate of DWCD.
• State Programme Manager will work under the guidance and support of UNICEF, Bhopal Office, specifically with the UNICEF Child Protection Division and senior leadership of Mamta HIMC. Reporting shall be to the Deputy Director, Programmes, Mamta-HIMC, Delhi
Terms for Reference/Job Description:
• Technical Support to the Department of Women and Child Development, Madhya Pradesh, for Adolescent Empowerment with focus on Ending Child Marriage and Violence Against Children.
• Technical assistance and facilitation of the state led efforts on ‘Baal Vivah-Mukt Bharat Abhiyan (BVMBA)’ and ‘Beti Bachao, Beti Padhao’(BBBP) initiatives. State level coordination with focus on priority districts across three divisions for effective implementation of the District Action Plans.
• Coordination for collaborative efforts with other relevant departments, like Departments of Health, Education, Tribal Welfare, Panchayati Raj and Rural Development and key agencies for vocational courses and skilling for employability.
• Technical assistance and the programme management support to the state DWCD (Directorate) for State level Strategic Action Plan for Adolescent Empowerment; the divisional offices and selected priority districts for action planning and implementation of plan under BBBP and BVMB.
• Will work to leverage resources from different departments and schemes for District Action Plan for Adolescent Empowerment under BBBP and Baal Vivah-Mukt Bharat Abhiyaan.
• Facilitate technical and strategic interventions for Adolescent Empowerment (including BVMB & BBBP) to the divisional and district offices with the team of divisional programme coordinators.
• Supporting DWCD in development of Terms of Reference, Standard Operating Procedures, Guidance Notes for the Department in relation to the programme focus areas.
• Technical support in planning and implementation of training programmes for the district and block resource persons and other key stakeholders.
• Extend advocacy and facilitation of collaborative work for GPDP between DWCD and Department of PRI for specific indicators in Child and Women Friendly Gram Panchayat (Including Baal Sabhas).
• Facilitation of Vulnerability Mapping for children at districts and coordination between experts and the district WCD staff and linkages of identified children to schemes and services.
• Facilitate technical resources for various activities specifically on gender transformative approaches, sessions for school and out-of-school sessions, adolescent parenting and skilling.
• Support periodic review at state level and division level and extend technical support to DTF meetings for priority districts. Strategize interventions at State and Divisional level for monthly Review and Action planning.
• Support MIS based quarterly reporting, success story and good practice documentation.
• Additionally, management of the team, facilitate field visits, workshops, consultations, drafting partnership documents, as may be required from time to time.
Remuneration: 75000-80,000 CTC per month (Commensurate with experience and qualifications)
