Deenadayal Antodaya Yojana- National Rural Livelihoods Mission, DAY-NRLM is a flagship poverty alleviation programme of Government of India. The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihoods and improved access to financial and public services. To implement the mission, Ministry of Rural Development has constituted National Rural Livelihood Promotion Society (NRLPS) to provide Technical Assistance for smooth and efficient functioning of the Mission in the country. A multidisciplinary professional team, has been constituted in NRLPS. This team consists of Senior professionals, experienced consultants and young professionals. A vital sub scheme of this mission is DDU-GKY(Deen Dayal Upadhyaya Grameen Kaushalya Yojana ).It aims to skill rural youth who are poor and provide them with jobs having regular monthly wages thereby promoting sustainable livelihoods for rural youth through placement linked skilling programs.
Further, DDU-GKY's unique selling point is its end-to-end approach: from marketbased course design and quality-controlled training to assured placement making it a demand-driven, results-oriented skilling initiative, in contrast to the supplydriven, awareness-focused approach.
In order to implement and facilitate DDU-GKY, a team of experts is required and finance support is essential part of it. Hence now applications are invited for National Mission Manager- FINANCE MANAGEMENT invited. The expert is to be based in Delhi.
OBJECTIVES OF THE ASSIGNMENT
The National Mission Manager- Finance Management will be primarily responsible for supporting DDU-GKY project to undertake strategic and operational Management of Finance, Budgeting, Accounting, Auditing and Fiduciary functions to Aajeevika Skills program at the National Level.
SCOPE OF WORK
The consultant to support following activities:
Task 1: Finance & Accounts Management
1. Take Lead in Budget forecasting, budget cost and planning, budget allocation, fund release, fund management and payment support and reconciliation as well as management of periodic review, report and budgetary updates.
2. Exercise timely accurate financial control through accounting updated records of expenditure, commitments and plans.
3. Systematic financial reporting in accordance with multi-funder / donor requirements.
4. Supervise proper deployment IT based funds flow and accounting system for the program across the disbursement chain so as to track close to real time funds disbursement and utilization up to the last mile.
5. Coordinate and drive the effective deployment of PFMS.
Task 2: Create Finance & Accounts Procedures
1. The Finance Management Consultant shall take lead in setting up the necessary standardized Finance & Accounts procedures as per the GoI / MoRD rules for use by grantee agencies so as to ensure consistent, accurate transparent and timely financial and accounting systems for the program.
2. Take lead in devising policies and processes for effective project appraisal and financing.
Task 3: Perform Project Financial Management
1. The Finance Management Consultant is expected to be well-versed in project finance management including project appraisal procedures and related financial risk mitigation procedures as project financing and appraisal is one of the key areas of DDU-GKY. Project proposals for funding under the DDU-GKY program shall need to be validated by the F& A Expert from financial perspective.
Task 4: Training and Capacity Building Support
1. DDU-GKY is a national program and funds are distributed and are to be monitored across the states and various agencies. The Finance Management Expert shall take lead in extending support to the States as and when required with respect to program related financial requirements.
2. The Finance Management Consultant will also lead in undertaking training and capacity building of Aajeevika State Skill Missions, Project Implementing Agencies (PIAs), and Technical Support Agencies (TSAs) as well national staff to ensure that financial management systems are well understood, assimilated and executed as per norms.
3. He/ She shall also provide procurement support for procurement of financial, accounting, audit and related services to the national as well as state level units.
Task 5: Regulatory Compliance, Reporting and Donor Management
1. Ensure that all regulatory and donor requirements are met in a timely, accurate and diligent manner.
2. Coordinate with the Partnership management team in resourcing and fundraising activities.
Task 6: Internal Control & Audit management
1. Establish, execute and monitor appropriate internal controls for the program.
2. Work with other team members to institutionalize good fiduciary practices.
3. Manage external audit.
4. Perform any other related tasks consistent with the level of the post and / or assigned by the officers of the Skills Division (MoRD)
MINIMUM ELIGIBILITY CRITERIA
The successful candidate will have the following qualifications:
Essential:
• Must be a qualified Chartered Accountant or ICWA or Post Graduate in Commerce / Financial Management / Financial Control / MBA or equivalent.
• Candidate with post graduate degree in other disciplines with proven track record in Financial Management shall also be considered.
• 15 Years (post qualification) of which s/he should have at least 4 years’ experience at the management level and 5 years’ experience in appraising project finance, with preference given to those with experience in Government/Semi-Government/PSU/NGO/Society social service firm.
Desirable:
• Should have knowledge of project finance management.
• Should have proven track record in undertaking process streamlining relating to finance and project appraisal for any government scheme.
• Should have proven track record in managing the finance, accounting, budgeting, reporting/tracking, completion of statutory and internal audit and other key finance functions of large government funded project or a large organization with multi location operations.
• Should have sound knowledge in the legal compliance applicable to Government funded societies, Income Tax, Goods and Service Tax and other tax obligation.
• Should have proven track record in institution of Financial Management Systems in general and institutions of online/web based financial reporting systems in particular.
• Knowledge of Tally, PFMS, ERP solutions and undertaking project appraisal specially in Financial Appraisal would be added advantage.
• Should have proven track record in conducting capacity building programme to FM teams.
SCHEDULE & LOCATION
The National Mission Manager- FM, shall be appointed Full- Time (on contract) and based on performance and requirement of NRLPS, the contract may further be extended. The role shall be based out DDU-GKY office in Delhi and may be required to travel to other offices in States as required.

Remuneration
Remuneration for the role will be Minimum Rs 1,20,000- Rs. 2,26,278/- per month as per qualification and experience.
Please note the Professionals hired for the National Rural Livelihood Mission (NRLM) will be engaged through a Human Resource Management Agency.
