Term of Reference for the post of Mission Manager- Finance Management in
National Rural Livelihood Promotion Society
The Government of India has launched Aajeevika-National Rural Livelihoods Mission (NRLM) under the Ministry of Rural Development (MoRD). The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihoods and improved access to financial and public services. To implement the mission, GoI has constituted National Rural Livelihood Promotion Society (NRLPS) to provide Technical Assistance to all states. A multidisciplinary professional team, has been constituted in NRLPS. This team consists of senior professionals, experienced consultants and young professionals. In this light, NRLPS is identifying and placing suitable professionals in various thematic units. Applications are invited from suitable candidates for the positions of Mission Manager- Financial Management at NRLPS, New Delhi.
L2- Minimum Rs. 1,00,000/- to 1,79,586/- per month plus travel related reimbursable as per NRLPS norms.

Educational qualification required
Essential:
Post Graduate (2 yrs) in Commerce, Financial Management,
MBA(Finance),
Chartered Accountant from a reputed institution.
Desirable: CA / CWA (Inter).
Key competences required
Essential:
a) Minimum 10 Years of experience in
Financial Management, of which, at least 5 years of post-qualification experience should be in dealing with financial management of Government Schemes including budgeting, grant release, expenditure monitoring, etc. Good understanding of General Financial Rules (GFR) and Procedure relating to fund management, accounting procedures, reporting needs of Government organization.
b) Experience in dealing with financial management of Externally Sponsored Schemes/ Projects of the Government, implemented in the social / development sector/Centrally Sponsored scheme of GOI.
c) Good understanding of the Financial Reports, preparation & maintenance of large financial data and related MIS reports. Knowledge of Statutory requirements relating to Income Tax, GST, etc.
d) Working knowledge of maintaining Books of Accounts on Accounting software and operation of Public Finance Management System (PFMS) is essential. Work experience in a State Finance unit of the NRLM implementing State is preferable.
e) Experience of implementing electronic based fund management & accounting application.
Job Description:-
• Be part of Financial Management team of NMMU and carrying out the Financial Management activities under NRLPS.
• Work closely with SRLMs to monitor their financial progress and collect required reports on timely intervals.
• Consolidation of financial data collected from the SRLMs for preparation of periodic reports regarding expenditure, balance position, etc., to be submitted to Ministry of Rural Development, Ministry of Finance and others on weekly, monthly, quarterly and yearly basis.
• Visit SRLMs on need basis to provide training and guidance on Financial Management issues.
• Coordinate PFMS implementation in SRLMs by maintaining regular contact and follow-up with SRLMs and PFMS team.
• Providing inputs for development of online modules for financial management system.
• Develop Knowledge Product and institutionalize learning forum to support SRLM in strengthening Financial Management strategies.
• Other tasks assigned by the Mission Director- NRLPS from time to time.
