Terms of Reference for the post of Mission Manager- Legal Affiars for National Rural Livelihood Promotion Society
Introduction
Deenadayal Antodaya Yojana- National Rural Livelihoods Mission, DAY-NRLM is a flagship poverty alleviation programme of Government of India. The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihoods and improved access to financial and public services. To implement the mission, Ministry of Rural Development has constituted National Rural Livelihood Promotion Society (NRLPS) to provide Technical Assistance for smooth and efficient functioning of the Mission in the country. A multidisciplinary professional team, has been constituted in NRLPS. This team consists of Senior professionals, experienced consultants and young professionals. A vital sub scheme of this mission is DDU-GKY (Deen Dayal Upadhyaya Grameen Kaushalya Yojana). It aims to skill rural youth who are poor and provide them with jobs having regular monthly wages thereby promoting sustainable livelihoods for rural youth through placement linked skilling programs.
Further, DDU-GKY's unique selling point is its end-to-end approach: from marketbased course design and quality-controlled training to assured placement making it a demand-driven, results-oriented skilling initiative, in contrast to the supplydriven, awareness-focused approach.
In order to implement and falicitate DDU-GKY, a team of experts are required Legal support is essential of it. Hence now applications are invited for Mission Manager- Legal Affairs invited. The expert is to be based in Delhi.
OBJECTIVES OF THE ASSIGNMENT
The Mission Manager- Legal Affiars will work under the overall guidance of the officers of NRLPS Division (MoRD). He/she would be primarily responsible for supporting various schemes of Rural Skills/Rural Livelihood Division in all the legal matters and advise in legal documentation, court cases, arbitrations, recoveries, LIMBS, counter petition /affidavit etc.
SCOPE OF WORK
The consultant has to provide support to following activities:
1. Legal Strategy & Advisory
• Professional Counsel: Provide expert legal advice to the Divisions to ensure all matters and court cases are handled with high professional standards and legal integrity.
• Document Scrutiny: Review and analyze legal documents, affidavits, and papers to provide formal comments and informed legal opinions.
• Legal Research: Conduct comprehensive research to identify core legal issues and draft high-quality counter-affidavits, writ petitions, and other pleadings.
• Agreement /MOU: Legal vetting of agreements/MoU required to be executed by RL/RS Division
• Legal Opinions: Soliciting legal opinion on the various issues including RTI matters, VIP references and Public Grievances etc.
2. Litigation Management & Monitoring
• Case Tracking: Maintain a comprehensive status report of all ongoing court cases, arbitrations, and recovery proceedings.
• Proactive Monitoring: Attend and manage hearing schedules and conduct continuous reviews to ensure no deadlines are missed and cases progress effectively.
• Digital Oversight: Manage and update the LIMBS portal to ensure realtime accuracy of litigation data.
• Coordination with Advocates/Counsel : Coordination with the Central Government lawyers and assisting them with regards to the ongoing court cases of the division.
• Appearance before Courts : Appearing along with CGCs in various court cases as and when required and directed by the officials of RL/RS divisions.
3. Inter-Departmental Liaison
• External Coordination: Act as the primary liaison between the Division and Standing Counsels (Central/State), the Department of Legal Affairs (DoLA), and other government bodies.
• Advisory Response: Prepare formal replies to observations or comments raised by the Department of Legal Affairs.
4. Administrative & Compliance Support
• Financial Processing: Oversee the processing of professional fee payments for state Government Counsels in accordance with admissible scales.
• Statutory Compliance: Assist in the processing of RTI Act, 2005 applications and represent the Division's interests in CIC (Central Information Commission) matters.
• General Legal Support: Execute any additional legal tasks or special projects as assigned by the leadership.
• Any other work: Any other works as and when assigned to perform.
Education Qualification and Key Competencies
The successful candidate will have the following qualifications:
Education Qualification:
• Atleast Bachelor Degree in Law (LLB) from a recognized university or Institution in India, recognized by Bar Council of India. However, Master Degree will be preferred.
Professional Experience:
• Minimum 10 years of overall experience, out of which 5 years or above years of specialized experience in legal matters, handling recovery case/court case/arbitration under grant-based projects of Centre/ State level//PSUs/ Autonomous Bodies/Leading large-scale NGOs/Leading Law firm on similar kind of projects.
• Proven track record working with the Central/State Government Departments /PSUs/ Autonomous Bodies and / or Supreme Court of India/ High Courts/District Courts /Leading large-scale NGOs/law firm on similar kind of projects.
Key Competencies:
• Must have excellent written and oral communication and Interpersonal skills..
• Must have fluency in English and Hindi is essential. Knowledge of any other regional language(s) would be an asset..
• Knowledge of Computer Applications such as MS Word, MS Excel, MS Power Point etc.
• Knowledge of latest AI tools
Desirable Competencies:
• Experience practicing before the Supreme Court of India, High Courts, or District Courts.
• Direct experience handling legal complexities within skill development or livelihood-based government schemes or similar kind of Government Schemes
• Deep understanding of the legal frameworks governing grant-funded initiatives and public-sector procurement.
SCHEDULE & LOCATION
The Mission Manager, shall be appointed Full- Time (on contract) and based on performance and requirement of NRLPS, the contract may further extend. The role shall be based out DDU-GKY office in Delhi and may be required to travel to other offices in States as required.

Remuneration
Remuneration for the role will be Minimum Rs 1,00,000- Rs. 1,88,565/- per month as per qualification and experience plus travel related reimbursable as per the NRLPS norms.
Please note the Professionals hired for the National Rural Livelihood Mission (NRLM) will be engaged through a Human Resource Management Agency.
