Terms of Reference for expert as -National Mission Manager- Farm Livelihoods (Agriculture) for DAY-NRLM in National Rural Livelihood Promotion Society (NRLPS)
The Government of India is implementing Deendayal Antyodaya Yojana-Aajeevika- National Rural Livelihoods Mission (DAY- NRLM) under the Ministry of Rural Development (MoRD). The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihoods and improved access to financial and public services. To implement the mission, GoI has constituted National Rural Livelihood Promotion Society (NRLPS) to provide Technic al Assistance to all States and Union Territories. A multidisciplinary professional team, has been constituted in NRLPS. This team consists of senior professionals, experienced consultants and young professionals.

DAY – NRLM is required to provide technical and professional support to the states to establish the Mission societies, implementation architecture and systems and guide them in the implementation and monitor their progress. NRLPS comprises of multidisciplinary team of professionals taken from open market on contractual basis through Management Agency, and requisite support staff to provide wide ranging professional and technical support to the National Rural Livelihoods Mission and the State Rural Livelihoods Missions in the implementation of their Mission
Objectives.
As per the current requirement it is proposed to seek services of a suitably qualified person for the position of National Mission Manager in Farm Livelihoods (Agriculture) who will be based in Delhi at the NRLPS office.
The monthly remuneration for the same will be in range of Rs. 1,20,000/- to 2,15,503/- plus travel related reimbursable as per norms.

Educational qualification required
Master’s Degree from ICAR /IVRI recognized institute in Agriculture, veterinary, Fishery & allied fields. Graduation in agriculture & allied fields from ICAR/IVRI recognized institute in Agriculture, veterinary, Fishery along with Post Graduation in AgriBusiness/Rural Management from MANAGE, IRMA, NIAM, IIM, IIFM or any other nationally accredited institutions may also apply.
Key competences required
Essential:
Minimum 15 years, of which s/he should have at least 5 years of experience at the senior management level and 5 years’ experience in the field level implementation of diversified livelihoods farm Initiatives.
Desirable:
Experience in livelihoods promotion for rural poor. Experience of working with state and national level large- scale Poverty
Reduction/Livelihoods program will be given preference. Candidates with experience in enterprise promotion, business advisory services, and forward and backward linkages would be given priority in the farm livelihoods. S/he should have excellent knowledge and understanding about livelihoods opportunities for rural poor in farm sector and key strategies for promoting relevant interventions. Program management skills would be required with experience counted in terms of ability to navigate procurement of partners, managing partnership with them and leading a dispersed team of experience professionals/experts, etc.
Job Description: -
1. Plan and implement Farm Livelihoods interventions towards sustainable enhancement in incomes of the SHG members
2. Design frameworks for farm livelihood interventions specifically on agriculture, livestock, NTFP (Non Timber Forest Produce) and developing implementation plans for various other interventions
3. Develop strategies and support State Rural Livelihoods Mission (SRLMs) to develop value chains for agriculture, livestock and NTFP commodities
4. Support SRLMs in promoting producers’ collectives and producers’ enterprises.
5. Ensure a continuous flow of TA (Technical Assistance) to SRLMs in preparing AAP (Annual Action Plan) for farm livelihood interventions
6. Facilitate identification and sharing of best practices
7. Support the SRLMs in training and capacity building (including developing training material) of staff, Community Resource Persons (CRP) and community members.
8. Review and report the progress and issues of the farm livelihood programs
9. Develop communication material for livelihoods interventions
10. Develop a network of support organizations to provide TA (Technical Assistance) and CB (Capacity Building) to SRLMs
11. Develop various systems and processes for smooth execution and monitoring of the program – guidelines, process documents, strategy papers and MIS tools etc
12. Coordinate partnerships with NGOs, private players and convergence with various ministries, bilateral and multilateral agencies
13. Engage in overall implementation of NRLM program and support in continuous improvement in the program delivery.
14. Perform any other related tasks consistent with the level of the post and/ or assigned by the Lead, Farm Livelihoods and senior officials of the mission.
