Terms of Reference for the post of Mission Manager- THE RURAL SELF
EMPLOYMENT TRAINING INSTITUTES (RSETIS) for National Rural Livelihood Promotion Society
Deenadayal Antodaya Yojana- National Rural Livelihoods Mission, DAY-NRLM is a flagship poverty alleviation programme of Government of India. The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihoods and improved access to financial and public services. To implement the mission, Ministry of Rural Development has constituted National Rural Livelihood Promotion Society (NRLPS) to provide Technical Assistance for smooth and efficient functioning of the Mission in the country. A multidisciplinary professional team, has been constituted in NRLPS. This team consists of Senior professionals, experienced consultants and young professionals. The Division administers two key programmes—Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), which focuses primarily on wage employment through placement-linked skill training, and Rural Self Employment Training Institutes (RSETIs), which promotes self-employment through entrepreneurship development.
The Rural Self Employment Training Institutes (RSETIs) are district-level training institutions established under the sponsorship of Public Sector and Private Sector Banks in collaboration with the Ministry of Rural Development (MoRD), Government of India. The scheme aims to promote sustainable livelihoods among rural youth, particularly those from poor and disadvantaged sections, through skill development and self-employment facilitation. Applications are invited for the position of Mission Manager – RSETI. The selected expert will be based in Delhi and will support the Ministry in strengthening programme implementation, monitoring, convergence, and outcomes under the RSETI scheme.
OBJECTIVES OF THE ASSIGNMENT
The Mission Manager-RSETI will work under the overall guidance of the officers of NRLPS Division (MoRD). He/she would be primarily responsible for supporting various schemes of Rural Skills Division in order to facilitate effective partnerships with States, NAR, NACER, RSETIs etc. focused on quality outcomes for the program. The Rural Skills

SCOPE OF WORK
The Consultants to Support following activities:-
• Strengthening institutional coordination among MoRD, Sponsor Banks, State Governments/UTs, and RSETIs for effective programme delivery.
• Supporting policy formulation, review, and operational guidelines related to RSETI and allied rural skills initiatives.
• Enhancing monitoring, evaluation, and reporting mechanisms, including effective utilization of MIS platforms.
• Facilitating convergence with other livelihood and entrepreneurship schemes to improve training-to-employment/self-employment outcomes.
• Supporting capacity-building initiatives and knowledge management for RSETIs and associated institutions.
• Ensuring focus on inclusion, quality standards, and sustainability of livelihood outcomes.
1. ROLES AND RESPONSIBILITIES:
The MISSION MANAGER- RSETI, will work under the overall guidance of the officers of the Rural Skills Division (MoRD).
Key Responsibilities:
• Facilitate coordination among MoRD, States/UTs (including SRLMs/SSDMS), sponsoring banks, NAR, NACER, and RSETIs for effective programme implementation and district-level functioning.
• Monitor overall performance of RSETIs across districts against targets and quality benchmarks, including through MIS-based systems, in coordination with NAR and State-level functionaries.
• Examine proposals for release of funds and ensure compliance with approved guidelines, financial norms, and programme requirements.
• Support policy formulation, review of guidelines, and provide evidence-based inputs for strengthening programme design and implementation.
• Coordinate with States/UTs on programme processes including fund flow, monitoring & evaluation, inspections, and resolution of implementation issues.
• Develop and strengthen monitoring frameworks, including identification of KPIs, benchmarking mechanisms, and continuous improvement of evaluation systems.
• Promote convergence with other livelihood and entrepreneurship schemes to enhance training-to-employment/self-employment outcomes, aligned with local needs of rural youth.
• Support capacity building of RSETI functionaries, sponsoring banks, and State officials through training modules, workshops, and knowledge-sharing initiatives.
• Ensure inclusion of vulnerable groups and adherence to quality standards in training delivery and post-training support.
• Support institutionalization of community-based monitoring systems, including social audits and scorecards, and facilitate thematic studies with technical inputs (including ToR and oversight).
• Undertake any other tasks as assigned by the Ministry from time to time.
QUALIFICATION AND WORK EXPERIENCE
• Post-Graduate degree in Economics/Social Sciences/Statistics/ Rural Development/ Development Studies/ Management, Science, Engineering/ Technology, Rural Development, Development Studies or related fields from an institute of National or International repute.
• Work experience above 10 years (post qualification) in implementation/ monitoring and evaluation of large-scale projects at the National or State level projects preferably in the fields of Capacity Building/Skilling/Rural Development Schemes etc.
• Expenditure in Finance and Accounts matters. Knowledge of Financial Rules.
• Experience of working in similar leading projects at Govt. of India/ State Government level will be given preference.
2. SKILLS AND COMPETENCIES
Job Knowledge/Technical Expertise
• Strong understanding of the RSETI programme, including policy framework, guidelines, and operational processes, finance.
• Experience in social mobilization, institution building, capacity building, and livelihoods promotion.
• Ability to manage diverse stakeholders and build strategic partnerships, particularly with financial institutions and government agencies.
• Good analytical, data analysis, and report writing skills.
• Strong communication, consultative, and collaborative abilities.
3. Development and Operational Effectiveness
• Ability to analyze complex issues, synthesize information, and identify actionable solutions.
• Strong coordination skills with stakeholders including NMMU, SRLMs/SSDMs, NAR, NACER, Banks and other stakeholders, with a focus on results and impact.
• Working knowledge of organizational policies and procedures, with the ability to apply them effectively in programme implementation.
Leadership and Self-Management
• Ability to work independently as well as under supervision, with initiative and accountability.
• Strong planning and organizational skills, including prioritization, time management, and performance monitoring.
• Demonstrated team coordination, collaboration, and knowledge-sharing abilities, along with conflict resolution skills.
• Adaptability to change and ability to manage complex and dynamic situations.
• Positive and constructive work attitude, openness to feedback, and continuous learning orientation.
• Willingness to travel extensively.
• Fluency in English and Hindi is essential; knowledge of regional language(s) is desirable.
SCHEDULE & LOCATION
The Mission Manager shall be appointed Full- Time (on contract), and based on the performance and requirements of NRLPS, the contract may further extend. The role shall be based out of Rural Skills Division (NRLPS) in Delhi and may be required to travel to other offices in States as required.

The Mission Manager RSETI shall report to:

5. Remuneration
The monthly remuneration for the same will be in range of Rs.1,00,000/- to Rs. 1,88,565/plus travel related reimbursable as per NRLPS norms.
