Term of Reference for National Mission Manager- Knowledge Management and
Communication in National Rural Livelihood Promotion Society
The Government of India is implementing Deendayal Antyodaya Yojana-Aajeevika- National Rural Livelihoods Mission (DAY- NRLM) under the Ministry of Rural Development (MoRD). The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihoods and improved access to financial and public services. To implement the mission, GoI has constituted National Rural Livelihood Promotion Society (NRLPS) to provide Technic al Assistance to all States and Union Territories. A multidisciplinary professional team, has been constituted in NRLPS. This team consists of senior professionals, experienced consultants and young professionals. DAY – NRLM is required to provide technical and professional support to the states to establish the Mission societies, implementation architecture and systems and guide them in the implementation and monitor their progress. NRLPS comprises of multidisciplinary team of professionals taken from open market on contractual basis through Management Agency, and requisite support staff to provide wide ranging professional and technical support to the National Rural Livelihoods Mission and the State Rural Livelihoods Missions in the implementation of their Mission Objectives.
As per the current requirement it is proposed to seek services of a suitably qualified person for the position of National Mission Manager in Knowledge Management and Communication who will be based in Delhi at the NRLPS office.
The monthly remuneration for the same will be in range of Rs. 1,20,000/- to 2,15,503/- plus travel related reimbursable as per norms.

Educational Qualification
2 years Post Graduate Degree in Policy Issues/Communications, Journalism, Media, Sociology, Policy Communication and languages
Key competences
Minimum 15 years’ experience out of which she/he should have at least 5 years’ experience at the senior management level and 5 years’ experience in the design and development of various knowledge management and communication products to disseminate practices in social development in rural areas.
The person should be fluent in Hindi and English.
The person should have acknowledged capabilities of Social Media, Print Media and adequate knowledge of proven capability for Social Media.
Electronic Media- placing of developing livelihoods knowledge products, case studies, training modules, e-learning modules, audiovisual material and place all of them on user friendly web based platform.
Proven experience in identifying and developing relationships with Media Partners, Platforms and influencer
Has capacity to coordinate larger events including development and advertise banners for the events
The person should have proven experience of dealing with technical service provider agencies and managing partnership with them. S/he should have thorough understanding of developing systems and institutionalize regular practices for knowledge sharing and reviews in large scale livelihoods project.
The relevant training programmes/ specific course in strategic communication/media will be given weightage.
Create and Design content for dissemination across the platforms(print, audio and visual media)
Preparing of IEC material to support state mission and resource person and community network.
Designed and Development of annual reports, newsletters, thematic reports and e-briefs to be updated on the DAYNRLM website. Media management and public relation with PIB, Private Media, State Coordination, Films, documentaries, jingles.
Situation analysis and issues appraisal: making rapid appraisal of emerging situations including periodic review of communication strategy and implementation initiatives.
Conceptualizing and developing communication and branding strategy for DAY-NRLM.
Job Description: -
1. Technical Support to DAY-NRLM & State Missions in development and implementation of Knowledge Management & Communication (KMC) plans
2. Develop and update (where applicable) a repertoire of KMC products for DAY- NRLM, both for strategic as well as operational communication.
3. Support implementation of the KMC plan of DAY-NRLM at national level.
4. Design, develop and update (where applicable) KMC products viz, brochures, briefing books, reports, newsletters, success stories, corporate film/ videos, training manuals etc.
5. Maintain innovative and new media channels like, Instagram, or any other official media channel, Facebook, You-Tube, and knowledge repository etc.
6. Content management on website, Coordinating with PIB and I&B
7. Maintain repository of documents, best Practices and case studies of various interventions under DAY-NRLM.
8. Provide Technical Assistance to SRLMs in preparation of KMC roadmap, partnership with implementing agencies at the state level, innovations in KMC domain viz. folk media, new media, community radio etc.
9. Provide Handholding support to State Missions in design and development of knowledge products including identification of best practices, documentation of successful case studies and dissemination through appropriate channels
