Terms of Reference for the post of National Mission Manager- Institutional
Building and Capacity Building (PRI and CBO Convergence) for National Rural Livelihood Promotion Society
The Government of India is implementing Deendayal Antyodaya Yojana-Aajeevika- National Rural Livelihoods Mission (DAY- NRLM) under the Ministry of Rural Development (MoRD). The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihoods and improved access to financial and public services. To implement the mission, GoI has constituted the National Rural Livelihood Promotion Society (NRLPS) to provide Technical Assistance to all States and Union Territories. A multidisciplinary professional team, has been constituted in NRLPS. This team consists of senior professionals, experienced consultants and young professionals. DAY – NRLM is required to provide technical and professional support to the states to establish the Mission societies, implementation architecture and systems and guide them in the implementation and monitor their progress. NRLPS comprises of multidisciplinary team of professionals taken from open market on contractual basis through Management Agency, and requisite support staff to provide wide ranging professional and technical support to the National Rural Livelihoods Mission and the State Rural Livelihoods Missions in the implementation of their Mission Objectives.
As per the current requirement it is proposed to seek services of a suitably qualified person for the position of National Mission Manager in Institution Building & Capacity Building (PRI and CBO Convergence) who will be based in Delhi at the NRLPS office.
The monthly remuneration for the same will be in range of Rs. 1,20,000/- to 2,15,503/- plus travel related reimbursable as per norms.
The position will be a consultant on contract through Human Resource Management Agency.

Educational qualification required
Post Graduate Degree in any discipline from a reputed academic institution
Key competences required
At least 15 years of work experience of which s/he should have at least 5 years’ experience at the senior management level and at least 10 years’ experience in the community mobilization, Institution Building and Capacity Building, Social inclusion, financial management in Community Institutions and convergence with PRIs initiatives of rural poor in community driven development projects/poverty reduction projects/livelihoods projects.
The person should have acknowledged capabilities in implementing social mobilization strategies in large scale poverty reduction Programmes. S/he should have worked intensively with community institutions and their federations, developed strategies for identification, development, utilization of community resource persons (CRPs), Master Trainers, development of training manuals and led capacity building events. Programme management skill would also be required with experience counted in terms of ability to work with partners, managing partnership and leading a team of experienced professionals/experts, etc.
The person should have proven track record of-
• Working with State/Central governments, large CSRs/Multilateral and Bilateral, poverty reduction, livelihood and development programmes of similar nature and size
• Implementation of livelihoods programme at scale
• Closely working with poor communities and promoting their institutions
. • Excellent coordination, team building, working in teams and reporting skills.
• Proficient in MS Office and any other.
• data-based package.
• Proficient in preparing narrative reports
Job Description: -
• Facilitating States for newer challenges for livelihoods Promotion in Institution building and capacity building.
• Coordinate (Panchayati Raj Institutions – Community Based Organization) PRI-CBO Convergence initiative at the state level in the context of Gram Panchayat
Development Plan (GPDP) and provide necessary technical support to State Rural Livelihoods Mission (SRLMs).
• Conducting appraisal of State plans and reviewing the progress of States regularly
• Anchoring States for providing need based Technical Assistance.
• Design capacity building plans and support State Rural Livelihood Mission (SRLM) in Capacity Building of SRLM staff, CBOs and CBO Cadres around PRI-CBO Convergence.
• Preparation of various MIS analytical reports that are required for ensuring performance of community institutions
• Develop training manuals and aids and institutionalize learning forum to support SRLMs in their staff capacity building strategies. Improvising existing manual with changing needs
• Develop and conduct Induction and Immersion programme/refresher programme for State unit of SRLMs. Also, Lead the Induction and Staff Training (SMMU) vertical at National Mission Management Unit.
• Conduct various workshops, write shops, review meeting, trainings, exposure visits and capacity building events at national level
• Support in empanelment, management and monitoring the performance of National Resource persons.
• Facilitation NRLPS in developing reports and media reports and best practices for
• Has to support NRLM in identification and management of Training Agencies, Resource Organizations, Academic Institution, Technical Support Assistance for delivering Capacity Building programmes and manage them.
• Coordinate Human Resource Management in the SRLM on the development of Human Resource practices, recruitment and overall support.
• Coordinate with different department for convergence related aspects as a part of integration of plan of SHG network with line depts.
• Any other relevant tasks as & when assigned by the Mission Director (NRLPS) or any other Senior Officials.
