Society for All Round Development (SARD) is a non-profit organization established in 1996, which aims to increase the participation of minority and disadvantaged communities in mainstream development processes. SARD’s goal is to empower these groups, particularly women and adolescent girls, by improving their access to quality education and health services; providing vocational training; introducing micro-credit schemes; and promoting environmentally sustainable income generating activities. It’s thrust is to build the organizational and leadership capacities of its stakeholders. SARD takes a holistic and integrated approach to development that Favors the sustainability of its programs by providing people access to tools, training and structures them need.
SARD is a pan India organization currently working in 9 states of India through its 13 field offices. SARD has been able to mobilize support from multilateral, bilateral institutions, INGOs (international Non-Govt. Organizations), foundations, leading corporates and individuals since inception.
Currently, SARD in implementing program with around 3500-4500 children and providing Life Skill trainings in the age group of 2-24 years in the area of Shahbad Dairy in Delhi. SARD is intending of providing refreshments (Biscuits, fruits, juices, sandwiches, chips etc.) to children once in a week. The refreshment will be delivered by vendor on a weekly basis considering the attendance of the children and the same will be communicated to the vendor on weekly basis. We are inviting bids from the eligible vendors who are dealing in the same business on the following criteria.
Quality, Food Safety, and Nutrition Standards
- Refreshment kits shall prioritize nutritional value, hygiene, freshness, safe packaging, safe for age limits.
- Vendors shall, wherever applicable, comply with relevant food safety regulations and standards and have it in their product printed.
- Packaged food items shall be sourced from reputable manufacturers/self-manufactured and shall bear valid manufacturing and expiry date information.
- Products nearing expiry dates shall not be supplied.

Indicative Cost per Kit: Approximately ,60 -120/- only
The indicative Cost per Kit: Approximately ,60 -120/- only and inclusive of applicable taxes, transportation, handling, and packing charges. Actual composition may vary within the approved budget ceiling while maintaining nutritional objectives and value-for-money considerations.
Refreshment kits are planned to be distributed twice each month of Rs.60/- value and Rs.120/- in case of distribution is to be done on a monthly basis. So rates may be quoted on item-wise basis and SARD procurement committee shall get back to you for items in each kit as per decided distribution cycke (bi-weekly for Rs.60.00 or monthly for Rs.120.00)
Eligibility criteria of the vendor:
- The vendor should be in the business of manufacturing/retail business of food production, catering, café services, snack box delivery business for the last three years.
- GST Registration
- Vendor should have capacity to cater refreshment boxes in the range of 3,500 to 4,500 and having good logistic and supply chain to deliver on weekly basis.
- Vendor should provide variety of snacks and food provided in the refreshment boxes must be of high-quality (having high nutritional value) with hygiene standards in the preparation and delivery of the boxes.
- Preference will be given to the vendor who have already supply snacks box to any social sector organization.
- Required valid licences/registration (for production and trading) for providing the quoted services.
Enclosure Details:
Please submit the following as enclosures or attachments with your quotation. Vendors must provide all the information requested below. Quotations that do not provide the required information and certificates, or do not follow the submission requirements, may not be reviewed.
- Company Profile, testimonials, work completion reports, purchase orders, reference (NGOs)
- GST registration certificate.
- PAN & TAN registration.
- Audited Financials for the last three years.
- Cancelled cheque.
- Copy of registration documents/certificate and most recent renewal as a legal entity along with Food Licence.
- Vendors are required to submit the photographs of snacks item with the packing materials
- Menu of the items with their self-life in the form of proposal.
- Quotation should be in PDF file with the name of snack items, quantity, weight, rate etc. should be mentioned very categorially.
- List of clients for the last three years.
Any rate quote with inadequate information on products and its nutritional values shall be rejected and not qualify for further processing.
SARD will keep a final in person meeting between procurement committee and vendor to evaluate quality of the products and the vendor is required to provide one sample of each product.
All proposals to this RFP must be sent no later than June 30 2026. The rate quotes/proposal should be submitted only through e-mail in PDF format addressed to The Procurement Team at the below-given e-mail id: info@sardindia.org. The email's subject line must contain the title of the RFP: Refreshment to Children – SARD, New Delhi (Name of the vendor).
Vendors need to submit the bids to info@sardindia.org by 30th June 2026 and may write on the same email id for any clarification by 27th June 2026.
Any rate quote/proposals received by SARD after the deadline for submission of proposals prescribed in the timeline of this document are liable to be rejected.
