CONTENT OF TERMS OF REFERENCE(TOR) 

1. Background

India is home to the world’s largest adolescent population, accounting for 20% of adolescents globally. This demographic represents enormous potential and unlocking it depends on ensuring adolescents are safe, healthy, educated, and equipped with life skills. However, many adolescents still lack access to reliable information and safe spaces where they can exercise their agency and participate meaningfully in decisions that shape their lives.

Girl’s experience added vulnerabilities due to entrenched gender norms in society that limit their agency, mobility, decision-making, and choices around education, employment, and marriage. According to a report by the National Commission for Protection of Child Rights (NCPCR), around 40 per cent of girls aged 15-18 years drop out of education due to domestic responsibilities, child marriage, child labour, or lack of sanitation facilities. Harmful social norms around menstruation and lack of access to information on menstrual hygiene continues to disrupt girls’ participation in social life, including education, across the country. Furthermore, with nearly one in four young women married before the age of 18, child marriage continues to be a deeply entrenched challenge across many parts of the country.

Odisha with a population of 42 million is home to over 8.3 million adolescents aged 10-19 years. In Odisha, 20.5% of marriages involve children, and 7.6% of girls become mothers before the age of 19. Gender-based violence remains prevalent with a rise in crimes against women (from 25,489 to 31,352 between 2020–21 as per the National Crime Records Bureau). The state also faces a declining sex ratio at birth which is currently at 894 girls per 1,000 boys.

To sustain and deepen ongoing efforts for adolescent empowerment, positive parenting, and child protection, the Advika Centre of Excellence (ACE) has been conceptualized by the Government of Odisha in partnership with UN ORGANIZATION.

ACE will serve as a state-level hub to convene key government departments, agencies, and civil society organizations around a shared agenda for ending child marriage and adolescent empowerment. By bringing together multiple stakeholders through platforms such as “A Day for Children,” ACE will ensure regular review, planning, and coordination of actions across departments.
Through its convening role, ACE will facilitate convergence of schemes, services, and stakeholders to ensure that adolescent empowerment and child protection interventions are integrated across all sectors. This includes ensuring linkages to relevant schemes and services through child vulnerability mapping. At the district level, the ACE will work to strengthen convergence by supporting District Task Forces, SANKALP Hubs for Women’s Empowerment, and the implementation of District Action Plans (DAPs).

The ACE will catalyse institutional and systems strengthening by building the capacity of government functionaries, frontline workers, child protection workforce, and community stakeholders. It will operationalize platforms like “A Day for Children” and strengthen monitoring mechanisms to translate strategies into tangible outcomes. The ACE will also catalyse community engagement by mobilizing local governance bodies, traditional and tribal leaders, and adolescent peer networks under the Advika programme to promote social norms that value girls, delay marriage, and empower adolescents as change agents in their communities.
