Brief About Foundation for MSME Clusters
Established in June 2005, the Foundation for MSME Clusters (FMC) www.fmc.org.in specializes in the promotion of MSMEs through cluster and value chain led development. FMC was promoted as a Registered Public Charitable Trust with the technical support of a then UNIDO Cluster Development Programme, in June 2005. It is governed by a very eminent Board of Trustees from the Government, Banks, Academia, Donor institutions and NGOs, ably led Mr. Ajay Shankar, IAS (ex-Secretary Department of Industrial Policy & Promotion, Govt. of India). FMC undertakes all its operations in line with its vision and mission that are given as under:

Mission: Our mission is to “Assist institutions undertake effective and inclusive cluster based local area development in developing and transition economies.
In India, FMC has worked with around 200 MSME clusters, undertaken studies/research in another 150 MSME clusters and worked with 250 Business Membership Organizations (BMOs) thus benefiting more than 100,000 MSMEs across different sectors and sizes. FMC and its experts have also provided training, handholding, and research on cluster development in 16 other countries across the globe.
Role Overview:
The District Trainer will be responsible for beneficiary mobilization, training delivery, digital adoption support, reporting, and documentation within the assigned district. The trainer will ensure smooth implementation of project activities and achievement of project targets.
Key Responsibilities:
1. Directly supervise, guide, and handhold District Trainers (DTs) for smooth day-to-day field execution of trainings.
2. Daily execution of training activities as per approved training calendar and assigned district targets.
3. Conduct 100% monitoring of trainings through physical field visits and 20% monitoring through video calls to maintain quality delivery and compliance with project standards.
4. Minimum required beneficiary participation for each batch should be at least 35–40 beneficiaries per batch with 70:30 Male-Female ratio.
5. Support DTs in beneficiary mobilization, venue readiness, training setup, and local coordination before every session.
6. Proper training arrangements including projector, banners, standees, attendance sheets, and training materials at venue level.
7. Only client-approved PPTs, videos, manuals, and training content to be used during sessions.
8. Monitor classroom delivery, trainer communication, beneficiary engagement, and practical demonstrations during trainings.
9. Accurate collection and uploading of attendance sheets, geo-tagged photographs, beneficiary details, feedback forms, and adoption proofs after each training.
10. Verify authenticity of training photographs (at least 10) post every training, 100% DigiLocker adoption screenshots, 80% Government scheme proofs (duly stamped) and other field-level documentation.
11. Provide hands-on support to DTs and beneficiaries for DigiLocker adoption, Government scheme applications, and Dhan Samvaad app downloads.
12. Verification of adoption proofs and M-Form entries to be conducted on a weekly basis. M-Form data must be shared with the PMT fortnightly, and all entries should be duly completed by 30th/31st of every month.
13. Resolve field-level operational and logistical challenges faced during training implementation and escalate unresolved issues to the State Coordinator.
14. Monitor stock usage and distribution of 18,000 mementos at district level.
15. Conduct Endline Surveys (10%), Pre & Post Assessment forms, and beneficiary feedback collection for impact assessment and quality improvement.
16. Strict compliance with field documentation standards and prevent any forged, manipulated, or AI-generated data submissions.
17. Travel allowance will be provided on actual basis, as you will be required to travel across different districts for training monitoring, field visits, and on-ground support activities.
18. Report directly to the Haryana State Coordinator and ensure all required documentation, field feedback, and escalation updates are submitted as per project timelines.
Qualifications & Expertise
• Graduate/ Postgraduate in Social Sciences, Rural Development, MSW, Management, Economics, or related field.
• Minimum 3 - 5 years of experience in training related to financial & digital literacy
• programmes, mobilization, or capacity building (preferably in government projects or MSME- focused initiatives).
• Strong facilitation, communication, and documentation skills in both English and local language.
• Tech-savvy with working knowledge of MS Office, digital training tools, and use of apps/ platforms like BHIM/UPI, GST portals, Udyam reg. etc.
• Willingness to travel extensively within the assigned district.
