1. Background
Hooghly district is experiencing a decline in groundwater levels due to excessive groundwater extraction and changing rainfall patterns associated with climate change. The existing canal branch (Nallah) in Makalpur Gram Panchayat has become heavily silted, reducing its depth and limiting its ability to recharge groundwater. Deepening and desiltation of the canal will restore its infiltration capacity, improve groundwater recharge, enhance water availability for irrigation, and strengthen local climate resilience.
2. Objectives
- Restore the groundwater recharge function of the canal through desiltation and deepening.
- Increase surface water storage capacity and improve irrigation support for local farmers.
- Reduce dependence on groundwater extraction for agriculture.
- Improve drainage efficiency and minimize waterlogging in adjacent agricultural lands.
- Promote sustainable water resource management in the project area.
3. Village Profile he proposed intervention will be implemented in Istha and Badistha villages under Makalpur Gram Panchayat, Polba Dadpur Block, Hooghly District, West Bengal. The project is expected to directly benefit 374 households with a total population of approximately 2,710 people across the two villages. Agriculture is the primary livelihood activity, and the community depends significantly on groundwater and canal water for irrigation and domestic needs.
4. Key Findings
- The canal has lost approximately 40–50% of its original depth due to heavy silt accumulation.
- Silt deposition has created an impermeable layer, reducing natural groundwater recharge.
- Water remains shallow and stagnant, resulting in high evaporation losses.
- Seasonal depletion of tube wells and drinking water sources is observed due to inadequate aquifer recharge.
- Canal deepening and desiltation can improve groundwater recharge, irrigation availability, drainage efficiency, and livelihood security for local farming communities.

- Selected vendor will be received the bidding confirmation within 5 days from the last day of RFQ (last day of quotation submission date) and the other vendors can consider the bidding has been closed and work assignment has been completed; no specified mails will be sent for Correspondence relating to information.

6. Deliverables
The selected agency/vendor shall be responsible for the following deliverables:
- Completion of all canal (Nallah) deepening and desiltation works as per the approved BOQ, technical specifications, and instructions of Jal Seva Charitable Foundation (JSCF), including earthwork excavation, removal of accumulated silt, deepening of canal bed, dressing of side slopes, and deposition of excavated earth on canal banks.
- Restoration of the canal's hydraulic and groundwater recharge capacity through excavation to the required depth and profile as approved by JSCF and WaterAid India.
- Formation and strengthening of canal embankments using suitable excavated earth, including grading, dressing, and stabilization of the canal banks to prevent erosion.
- Completion of the entire work within 10 calendar days from the date of issuance of the work order.
- Deployment of adequate manpower, machinery, tools, equipment, and site supervision to ensure quality execution and timely completion of the work.
- Maintenance of proper measurement records, level books, excavation records, and daily progress reports throughout the execution period.
- Submission of photographic documentation showing the condition of the canal before commencement, during execution, and after completion of the deepening work.
- Submission of a Work Completion Report containing:
- Length, width, and depth of canal excavated;
- Quantity of earthwork executed against the approved BOQ;
- Before and after photographs;
- Details of embankment strengthening and site development works completed;
- Challenges encountered and mitigation measures adopted, if any;
- Certification of completion by the concerned site representative.
- Submission of original invoice along with:
- Work Completion Report;
- Measurement Sheet/Work Completion Certificate;
- GST-compliant invoice and supporting documents as applicable.
- Coordination with JSCF, WaterAid India, Makalpur Gram Panchayat, and community representatives throughout the implementation period and compliance with all technical guidance provided during execution.
- Ensuring safety of workers, nearby residents, agricultural lands, and surrounding infrastructure during execution and adherence to all applicable statutory, environmental, and safety regulations.
- Proper disposal and placement of excavated silt and earth at designated locations as approved by JSCF and the Gram Panchayat, ensuring that natural drainage paths are not obstructed.
- Cleaning and restoration of the work site after completion, including removal of temporary structures, waste materials, and construction debris.
- Formal handover of the completed canal deepening work to Jal Seva Charitable Foundation (JSCF) and Makalpur Gram Panchayat along with signed completion and handover certificates.
- Participation in site inspections, verification visits, cross-sectional measurements, and final quantity assessments conducted by JSCF and/or WaterAid India representatives before final approval and payment.
