Programme Manager

Reports to: Senior Programme Manager

Location: Assigned zone, with travel across all partner locations

Role Purpose
Execute end-to-end programme delivery on the ground across assigned partners in the zone. Build partner capacity across Craftizen’s 4C framework. Drive production and quality, build market linkages, and ensure financial and policy compliance. Serve as the primary field presence linking partners to the SPM, with field-level data support for donor reporting as required.

Partner Management & Engagement:
• Manage and retain assigned partners; document exit plans for any dropouts
• Onboard new partners, including documentation and setup for programme entry
• Conduct monthly calls and visits with each partner; quarterly formal reviews
• Build partner capacity across the 4C parameters (Capability, Craft, Creation, Connection) through hands-on support and mentoring
• Collect and verify 4C / 5C evidence to support SPM assessments; keep evidence documents updated regularly, not just ahead of reviews
• Track active beneficiary engagement monthly
• Facilitate peer learning and partner mentoring sessions
• Coordinate the Training of Trainers (ToT) programme for partner staff
• Facilitate volunteer involvement with partners
• Support regional disability ecosystem initiatives and participate in sector events
• Support National Petalists Day event organisation in region
• Maintain database of potential NGO partners with disability focus

Production, Quality & Market Linkages:
• Ensure SOP and training manual implementation across all partners
• Maintain quality acceptance standards; monitor and reduce rejection rates
• Achieve festival-wise production targets as set by SPM
• Develop new products per partner annually with design support
• Ensure eco-friendly product standards compliance
• Build market linkages (bulk buyers, exhibitions, institutional)
• Collect and maintain vendor details for key raw materials; support cost-effective sourcing
• Ensure vendor availability for packaging materials, location-wise
• Maintain and update partner-wise sales dashboard; share with SPM monthly

Field Data, Documentation & Impact:
• Collect and submit field data on time and accurately
• Provide field-level data and evidence to support donor reporting, as requested by SPM (no direct donor communication)
• Document impact stories and case studies per partner annually
• Submit visit reports within 48 hours of every partner visit
• Maintain updated partner database and beneficiary records
• Organise and facilitate zone-level conclaves and peer learning sessions

Policy Compliance & Finance:
• Comply with Craftizen financial policy; no unapproved spend
• Submit expense claims and settlements on time per HR policy
• Adhere to HR policy (leave, travel, conduct)
• Maintain emergency reserve at zone level; flag to SPM if at risk
• Flag irregularities to SPM immediately

Key Deliverables:
• Partner retention with documented exit plans where applicable; monthly calls/visits and quarterly reviews conducted
• Measurable improvement in partner 4C scores over time, driven by active capacity-building support
• 4C evidence current and verified ahead of each SPM review; beneficiary engagement tracked monthly; volunteer connections made per partner
• Festival-wise production targets met; quality acceptance maintained; new products developed per partner annually; eco-friendly compliance maintained
• Market linkages built each half-year; vendor/packaging database kept current; sales dashboard shared with SPM monthly
• Field data submitted on time and accurately; visit reports within 48 hours; donor field-data support delivered on SPM request
• Impact stories/case studies documented per partner annually
• Zone-level conclaves organised per year
• Full financial and HR policy compliance; irregularities flagged promptly
• Potential-partner database (disability-focused) maintained.
