TERMS OF REFERENCE- MEDICAL AGENCY
No. of Positions per site: 1 Doctor and 1 Paramedic staff/Counsellor
Project: Trucker Wellness Centres
Location: 1. Sanchore, Rajasthan 2. Gadchiroli, Maharashtra (tentative) 3. Betul, MP (tentative) 4. Kondagoan, Chhattisgarh (tentative). The locations may change depending on the need of the project and Donor concurrence.
Reporting To: Site Manager
Project Duration: 1st July 2025 to 30th June 2027
1. Background
Plan India is implementing ‘Truckers Wellness Project.’ The project would cater to the truckers and allied population engaged in the transportation of goods and supplies. Truckers play a pivotal role in sustaining the country's economy, ensuring the seamless movement of goods across vast distances, even during challenging times like the COVID-19 pandemic and other emergencies. Their contributions are crucial to the country's GDP, as they keep supply chains intact and industries operational. Despite their significant role, the health and well-being of truckers are often overlooked, leading to a range of health issues that can affect their quality of life and job performance.
The Truckers' Wellness Programme aims to improve the overall health, well-being, and quality of life of truck drivers by establishing dedicated Truckers' Wellness across strategic transport corridors. These centres provide integrated health and non-health services, including primary healthcare, vision screening, health check-ups, counselling, dormitory facilities, clean toilets and bathrooms, laundry services, recreational spaces, and awareness sessions. The programme will also conduct regular outreach activities and health camps to improve access to healthcare services for truck drivers. The intervention would be implemented in coordination with public and private health setup in the district and state.
2. Objective
The Medical Service Provider shall:
- Deploy one MBBS Doctor per site with valid MCI/GMC registration.
- Deploy one Counsellor/ Paramedic staff for medical support.
- Procure and manage monthly medicine stock and dispensing, as required at the site.
- Assist in the exploration and procurement of Medical equipment at market rate in concurrence with Plan India team.
- Ensure compliance with legal requirements for operating the medical unit.
- Facilitate:
- Biomedical Waste Management.
- Registration under the Clinical Establishments Act, 2010.
3. Scope of Work (per site)
A. Human Resource Deployment
Provide qualified and experienced:
- 1 MBBS Doctor
- 1 Counsellor/ Paramedic staff
B. Clinical Service Delivery
- Conduct health assessments and consultations.
- Provide primary treatment and emergency care.
- Offer counselling and referral services.
- Organize outreach health camps.
- Maintain patient privacy and confidentiality.
C. Medicine & Equipment Management
- Procure, manage and dispense medicines.
- Maintain adequate stock and inventory.
- Ensure provision and functionality of clinic equipment including:
- BP Apparatus
- Stethoscope
- Nebulizer
- Ambu Bag
- Laryngoscope
- Suction Apparatus
- Glucometer
- Needle Cutter
- Weighing machine
- First Aid Box
- Laboratory equipment
D. Compliance Responsibilities
- Biomedical waste management.
- Clinical establishment registration.
- Compliance with Drugs & Cosmetics Act and other applicable regulations.
- Maintenance of medical records as per statutory requirements.
4. Roles & Responsibilities
MBBS Doctor
- Provide OPD and outreach medical services by conducting camps at Trucker halting points in addition to clinical services in the Trucker Wellness facility.
- Conduct diagnosis, treatment, counselling, and referrals.
- Promote healthy lifestyle practices.
- Maintain clinical records and reports.
- Support referrals of Non-Communicable and Communicable diseases like HIV/AIDS, Tuberculosis, Hepatitis, Sexually Transmitted Infections/Reproductive Tract Infections, etc and follow-ups.
- Coordinate with government health departments and Non-Government Organisations.
- Attend trainings organized by Plan India.
- Conduct awareness sessions on various Communicable and Non-Communicable diseases in coordination with Site staff.
- Supervise medicine stock and clinic operations.
Doctor Qualification Requirements
- MBBS degree.
- Valid Medical Council registration.
- Minimum 3-4 years of experience preferred.
- Minimum experience in community health services preferred.
- Good communication and networking skills.
- Knowledge of MS Office.
- Ability to work with truckers and vulnerable populations.
Counsellor/ Paramedic staff Responsibilities
- Assist doctor in daily clinic operations.
- Conduct diagnostic and laboratory tests.
- Dispense prescribed medicines.
- Coordinate diagnostic services.
- Manage biomedical waste.
- Maintain cold chain for medicines.
- Conduct preliminary screening of diseases.
- Maintain records, registers, inventories, and reports.
- Assist in outreach camps and awareness activities.
- Assist in conducting awareness sessions for Truckers.
Counsellor/ Paramedic staff Qualification Requirements
- BSc Nursing/ Pharmacy/ Lab Technician certification.
- Minimum 2 years relevant experience preferred.
- Strong communication and record-keeping skills.
- Experience in clinic or medical store management preferred.
Reporting Requirements
- The Service Provider shall:
- Maintain patient records.
- Share weekly and monthly reports.
- Maintain stock and inventory records.
- Follow Plan India's M&E reporting framework.
- Support data collection and documentation requirements.
Deliverables
- The Service Provider shall submit:
- Weekly patient data records.
- Monthly consultation reports.
- Referral tracking and follow-up reports.
- Awareness session reports.
- Emergency medical support records.
- Medicine stock and inventory reports.
Duration
Contract Period: 10 months
Post 1st September 2026 to 30th June 2027
Termination
- Either party may terminate the agreement with one month's written notice.
- Continuation is subject to:
- Satisfactory performance.
- Availability of project funding.
Payment Terms
- Invoice submission.
- Monthly reports.
- Satisfactory service delivery.
- TDS deductions applicable as per law.

No changes, substitutions or other alterations to the rules and provisions stipulated in this RFP may be made or assumed unless it is instructed or approved in writing by Plan International (India Chapter) in the form of Supplemental Information to the RFP.
- Submission of a Proposalshall bedeemedas an acknowledgement bythebidder thatall obligationsstipulated bythisRFP will be met and, unless specifiedotherwise, the bidder has read, understood and agreed to all the instructions in this RFP.
- The proposals which arefor only a portion of thecomponentsof the service shall not be accepted. (The proposals should be for all components of the service.)
- Proposalsareinvitedfromorganizationsonly.ProposalsubmittedbyIndividuals will not be accepted.
- The price quoted shall include all applicable taxes.
- Plan International (India Chapter) implements a policy of zero tolerance on prescribed practices, including fraud, corruption, collusion, unethical practices, and obstruction.
- Abiddershallnothaveaconflictofinterestand shallcomplywiththeconflictofinterest policy of Plan International (India Chapter). If any Bidder found to have a conflict of interestshallbedisqualified.IftheBidderhasknowledgeorbecomesawareofanyactual, apparentorpotentialconflictbetweenthefinancialinterestsofanypersonaffiliatedwith the bidder or Plan International (India Chapter) and that person’s duties with respect to the activities, the bidder shall immediately disclose the actual, apparent or potential conflict of interest with evidence directly to the Executive Director of Plan International (India Chapter).
- Plan International (India Chapter) reserves the right to accept or reject any bid, and to terminate / cancel the bidding process and reject all bids at any time prior to contract award,withouttherebyassigninganyreason/sorincurringanyliabilitytobidders.Incase of termination of bidding process, the bid securities, shall be returned to the bidders without any interest.
- At any time prior to the deadline for submission of proposal, Plan International (India Chapter) has rights to amend the RFP by issuing an addendum. In order to afford prospective bidders reasonable time to consider the amendments in preparing their Proposals, Plan International (India Chapter) may, at its discretion, extend the deadline for submission of Proposals, if the nature of the amendment to the RFP justifies such an extension.
Minimum Eligibility Criteria
- Agency submitting the proposal shall have been in the business of “MEDICAL SERVICE PROVIDER” at least for last 3 years.
- Agency Shall have a valid GST registration and PAN Card, Certificate of Registration.
- GST Registration, Last GST Submitted return copy
- Audited financial statement of last 3 financial years
Preparation of Proposal
Bidder shall submit the Proposal as follows:
Technical Proposal
Technical proposal must contain following documents:
- Original tender document duly stamped and signed in each page
- Copies of 2-3 work orders demonstrating similar work experience (Confidential information can be masked)
- Vendor Registration Form duly filled in (attached with this RFP over mail)
EVALUATION CRITERIA
- Technical proposals will be evaluated on following parameters
- Organization profile- Turnover, clients served, no. of years in the business.
- Relevant experience in the field
Financial Proposal
- Will be evaluated on the basis of costing provided
- Overall Evaluation of bids
- Overall evaluation will consist of combined evaluation of Technical & Financials parameters in a weightage of 70% (Technical) & 30% (Financial)
Proposal Validity Period
The proposal shall remain valid for 3 months from the date of submission.
