Project Brief:
This project, implemented by PSMRI in partnership with the STOP TB Partnership and supported through the U.S. Department of State, aims to strengthen tuberculosis (TB) detection and linkage to treatment among underserved tribal populations across India. Phase 1 of the initiative will screen approximately 2 million people across 24 districts in 8 highburden states using 150 mobile screening teams equipped with AI-enabled portable digital X-ray and molecular diagnostic tools. The project will deploy a large field workforce supported by strong monitoring and program management structures to ensure quality, speed, and accountability. The following role contributes to this effort by supporting community screening, diagnostics, coordination, monitoring, and linkage to TB treatment under the National TB Elimination Programme (NTEP).
Role Overview:
The Senior Program Specialist – TB will provide strategic, technical, and programmatic leadership interventions at the national level. The role will ensure alignment with national project priorities, strengthen program design, guide state implementation, and drive performance through data-informed decision-making in close coordination with Project Lead, RMLE, Surveillance Specialist, and other team members.
Role & Responsibilities:.
• Lead overall program design, planning, and execution strategy for project interventions
• Align project approach with National TB Elimination Programme (NTEP) priorities and guidelines
• Identify and align with newer technologies to be deployed as pilot interventions in project geographies
• Review state and district performance
• Work closely with RMLE teams to: o Interpret program data and trends o Identify gaps in performance and coverage o Translate data into strategic program decisions
• Ensure integration of M&E insights into program planning and execution
• Promote data-driven culture across project team
• Serve as key interface with CTD, STC and other development partners
• Create standard SoPs for field operations including o Operational Camp flow o Data entry processes
o Pre camp preparations including community engagement and mobilisation
o Post camp engagement for treatment initiation, adherence, screening for TPT, resistance testing
• Management of partnerships with ICMR institutes and private partners for deployment of innovative technologies
• Support develop technical guidance notes, process documents and guidelines
• Support training of staff, recording and presenting project process, strategies and results
• Any other specific task assigned by the organisation, as required.
Essential Experience & Skills:
• Minimum 10-12 years of experience in public health programs with significant focus on TB
• Experience of providing technical assistance to government programmes (TB/health/nutrition) and the government information systems will be preferred;
• Demonstrated experience working with or supporting the National TB Elimination Program or other National Health Programs
• Experience in working with government stakeholders, particularly at national level (e.g., Central TB Division, National Health Mission)
• Proven experience at national or multi-state level program management, including design and scale-up of public health interventions
• Strong experience in program strategy, planning, and performance management
• Experience in donor-funded programs and working with development partners
• Hands-on experience in implementation of key TB program areas:
• Active Case Finding (ACF)
• TB Preventive Therapy (TPT)
• Diagnostics (X-ray, NAAT)
• Experience in leading teams and multi stakeholder programs
• Strong understanding of TB epidemiology, program strategies, and operational challenges in India
• Experience in data-driven program management, including working with RMLE/M&E systems
• Experience in designing frameworks, KPIs, and monitoring systems
• Exposure to digital health tools and data platforms in public health programs
• Ability to develop high-quality technical documents, reports, and policy briefs
• Fluency in English and Hindi (reading, writing & oratory skills) is a prerequisite. Knowledge of other languages spoken in India would be an asset;
• Ability to effectively communicate, network and negotiate with a diverse range of stakeholders (internal and external), to achieve program objectives;
• Ability to work independently and good problem-solving skills;
• Ability to seamlessly multitask in a fast-paced environment, set priorities, and meet deadlines;
• Should be a team player with strong training & mentoring skills.
Desirable Experience:
• Proven experience in working with tribal communities or in rural/underserved areas, with a particular focus on youth or students.
