PURPOSE OF POST:
Execute administrative, HR and legal related tasks to support the Project HR Manager following MSFI standards and procedures, in order to ensure legal compliance and to realize the HR capacity required to achieve project objectives.
FUNCTIONAL AND HIERARCHICAL LINES
Hierarchically accountable to Project Fin/HR Manager and functionally to Personnel Administration Manager (PAM)
MAIN RESPONSIBILTIES AND TASKS
• Under supervision of the Project HR Manager managing personal files in order to ensure accuracy, compliance and on time payments.
• Updating the HR database and personal files to facilitate HR processes management.
• Updating Social security Tax office files in order to meet legal requirements including specific
amendments when necessary in order to ensure local labour and fiscal law compliance
• Preparing employment contracts in conformity with legal requirements including specific amendments when nec-essary in order to ensure local labour and fiscal law compliance.
• Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
• Following up of all expiring rental contract dates and inform the FIN/HR Manager in order to leave enough time to arrange a renewal or look for some other alternative
• Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into local language and assisting in meetings upon request.
• Additional HR/ Admin tasks delegated by the Project FIN/HR Manager.
CONTEXT SPECIFIC ACCOUNTABILITIES
Administration
• Prepare and maintain all rental/lease contracts to ensure timely renewal/cancellation as required.
• Set up and maintain a proper filing and documentation system (hard and soft copy).
• Initiate, maintain and improve on office administrative procedures.
• Arrange travel/flight/accommodation bookings for all staff on official visit (put in the specific/project section) National Staff HR Management
• Prepare offer letters, individual contract and complete all the joining and closure formalities as per the HR policy.
• Follows up all (mission) contracts’ expiration dates and informs line manager with anticipation.
• Ensures that individual employee files are updated and in proper order.
• Assist in recruitment and selection of national staff where required.
• Plan all briefings and provide HR/FIN briefings for new staff and arrange relevant documents (ID card, dependent nominees, EPF declaration, bank a/c details etc) for administration purposes
• Send enrolment/claim forms to the Coordination office for further submission to EPFO on time.
• Prepare and update relevant overviews for EPF Enrollment, UAN, transfer / claim withdrawal to track as needed.
• Maintain all leave records (paper and Homère) and provide regular updates to managers.
• Monitor staff medical expenses reimbursement to ensure limits are not exceeded and share with coordination on monthly basis reconciled with BooX_ and/or UNIFIELD.
• Collate relevant information of employees’ personal tax savings for monthly deduction of Income tax and collect documentation for quarterly TDS returns.
• Ensure HR policies are properly communicated to all staff.
• Responsible for making roster for the staff in HR / Admin.
Other duties
• As assigned by the Fin/HR Manager
Education Essential Graduate in any discipline, Desirable Finance/business or administration related diploma.
Experience Essential previous working experience of at least two years in relevant jobs. Desirable
experience in MSF or similar organizations.
