Job Summary:
The Lead – Monitoring & Evaluation will lead the design, development, and effective implementation of the SMF’s monitoring, evaluation, and learning systems to ensure evidence-based programme planning, performance tracking, accountability, and continuous learning. This role will be responsible for building robust data systems, ensuring high-quality reporting, and promoting a culture of data-driven decision-making across programmes.
Key Responsibilities:
(a) M&E Strategy & Framework Development:
• Lead the design, development, and periodic refinement of the SMF’s M&E strategy aligned with programme goals and donor requirements
• Develop and standardise:
o Logical frameworks (LogFrames)
o Results frameworks and Theory of Change
o Indicators and performance measurement plans
• Ensure alignment of the Monitoring, Evaluation, and Learning systems with national and global development frameworks such as SDGs to demonstrate impact
(b) Programme Monitoring & Data Systems:
• Establish and oversee robust monitoring, evaluation, and learning systems for programmes in all geographies
• Design, develop, and effectively implement tools for:
o Baseline, midline, and endline assessments
o Needs assessments and situational analyses
o Routine programme monitoring
• Ensure timely and accurate collection of field data using digital platforms (MIS, mobile data tools, dashboards)
• Strengthen data governance, privacy, and quality assurance processes
(c) Evaluation & Research:
• Plan and manage programme evaluations, including:
o Impact evaluations
o Process and outcome evaluations
o External third-party assessments
• Develop evaluation TORs and manage consultants and research partners
• Lead qualitative and quantitative research to generate evidence and insights
(d) Data Analysis, Reporting & Learning:
• Analyse programme data to assess performance, outputs, outcomes, and impact
• Produce high-quality reports including:
o Donor reports
o Annual reports
o Impact reports
o Knowledge products and case studies
• Present insights to senior leadership for strategic decision-making
• Facilitate trainings, learning workshops, and knowledge-sharing across teams
(e) Donor Compliance & Reporting:
• Ensure M&E compliance with donor guidelines (CSR, foundations, multilateral agencies)
• Support proposal development by:
o Designing logframes and indicators
o Developing M&E plans and budgets
• Lead preparation of programme performance updates and dashboards
(f) Team Leadership & Capacity Building:
• Strengthen and lead the M&E team across head office and field locations, if any
• Provide training to programme staff on:
o Data collection tools
o Monitoring methodologies
o Evidence-based programme management
• Promote a culture of accountability and learning within the organisation
(g) Technology & MIS Strengthening:
• Lead the development and optimisation of MIS and dashboards (e.g., Power BI, Tableau)
• Ensure integration of digital data collection tools
• Drive innovation in data visualisation and programme analytics
Qualifications and Experience:
• Master’s degree in Statistics, Social Sciences, Development Studies, Economics, Public Policy, Public Health, Rural Development, or MBA (with development focus)
• A minimum of 8 years of experience in Monitoring & Evaluation in development sector
• Experience managing M&E for multi-state or large-scale programmes in India
• Strong experience working with donors, CSR projects, or international NGOs
• Experience in leading teams and managing external consultants
• Strong knowledge of Quantitative and qualitative research methods, Logframe and Theory of Change, Results-Based Management (RBM), Statistical tools (Excel, SPSS, STATA, R or similar), MIS and data visualisation tools (Power BI/Tableau)
• Experience with mobile data collection tools (Kobo, SurveyCTO)
• Strategic thinking and analytical abilities, with ability to translate data into actionable insights
• Strong written and verbal communication skills in English and Marathi
• Willingness to travel to programme locations (20 to 30% time) across India
