About SAATHII: Solidarity and Action Against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision for universal access to healthcare, justice, and social welfare for socio-economically marginalized women and children, communities impacted by the HIV/AIDS and TB epidemics, and groups marginalized on account of their sexuality and/or gender identity in India.
Headquartered in Chennai, with nine branch offices across the country, SAATHII works towards universal access through information dissemination, networking, operational research, advocacy, training, and other technical assistance.
About the Project: SAATHII has been chosen as one of the principal recipients (PR) of the Global Fund's (GF) HIV programs for 2024-27. The project's overarching goal is to contribute to the national goal of ending AIDS by 2030. SAATHII will assist the National AIDS Control Program (NACP) in meeting the UNAIDS fast track goals of 95-95-95 by expanding its new model for a comprehensive continuum of care, from prevention to treatment, which will include :
a. Strengthening and expanding Care and Support Centre’s (CSC 2.0), including the Elimination of Vertical Transmission of HIV and Syphilis (EVTHS).
b. Strengthening and expanding integrated HIV, tuberculosis, STI, syphilis, and viral hepatitis interventions among incarcerated individuals.
c. Furthermore, this initiative will strengthen community systems and encourage community partners (key and affected population organizations and networks) to be involved in design, implementation, innovation, and monitoring, resulting in increased community ownership and reduced stigma; and undertake Red Ribbon Bus (RRB) Campaign to raise HIV awareness in vulnerable populations.
A. Strengthening and Expansion of Care and Support Centre’s (CSC 2.0), including EVTHS:
The national program proposes transforming the current CSC to improve care and support services for priority PLHIV subgroups, as well as incorporating the EVTHS care cascade in accordance with NACO's revised strategy for meeting the second and third 95 UNAIDS fast-track targets. To strengthen care and support services, the project will work with both public and private ART centre’s to provide tailored care to the following priority PLHIV subgroups (including but not limited to): (a) Newly identified PLHIV yet to be initiated on ART; (b) Newly initiated on ART within the previous month; (c)PLHIV Missed ART Treatment (0-90 Days) and are LFU (more than 90 days); (d) PLHIV with more than 1000 copies/mL viral load and less than 200 cells/mm3 CD4 count;(e) PLHIV newly initiated on second-line or third-line ART;(f)HIV+ children, youth, and adolescents (aged 1.5 to 24 years); (g) HIV+ Pregnant and Lactating Women; (h) HIV Exposed Infants (HEI); (i) Discordant couples and index cases; (j) HIV+ high-risk groups and incarcerated population; (k)Co-infected individuals (TB, STI, HCV).
The project will also help to achieve the national EVTHS goal by providing a comprehensive cascade of services to HIV-positive pregnant and lactating women, as well as exposed infants, in accordance with national EVTHS guidelines. The cascade services include peer counselling, ART adherence monitoring, spouse testing, institutional births, post-delivery services, ARV prophylaxis, cotrimoxazole preventive therapy, infant feeding guidance, early infant diagnosis, family planning services, and syphilis-reactive positive pregnant women follow-up. The program will extend primary prevention efforts among adolescents and youths through collaborations with Rashtriya Kishor Swasthya Karyakram and the Youth Affairs Department of SACS.
B. Strengthening and expanding integrated HIV, tuberculosis, STI, and hepatitis interventions among incarcerated individuals:
To reduce new infections among incarcerated populations, the project will employ a variety of approaches for comprehensive prevention education on sexual health, HIV, TB, STI, syphilis, and Viral hepatitis (VH), their routes of transmission, harm reduction and other prevention methods, and mental health issues. These strategies will be tailored to specific population groups, with an emphasis on early screening and treatment initiation.
The interventions will use different strategies for disease prevention and screening based on (i) inmate load, (ii) HIV positivity rates, and (iii) the availability of functional testing facilities and health care providers inside those prisons and other closed settings (P&OCS). The project will provide the comprehensive services in accordance with international (UNODC, WHO) and national (HIV/AIDS Act of 2017, Technical Guidelines) protocols to protect the rights and improve health access of incarcerated populations.
C. Community System Strengthening (CSS):
Community involvement in the HIV response in India is critical to meeting targets and fulfilling India's commitment to end AIDS by 2030. Community networks and organizations are uniquely positioned to interact with affected communities, respond quickly to their needs and problems, communicate with vulnerable and affected groups, monitor program implementation, and advocate for socio-legal benefits.
SAATHII will engage closely with HIV-affected and vulnerable community groups for the following purposes: (i) Build community ownership of the national program and strengthen the capacity of CBOs and Community Champions (identified in current phase under CSS initiative) for advocacy, monitoring and implementation; (ii) Strengthen and sustain an enabling environment through community-led monitoring, policy discussions, and advocacy; and (iii) Establish and strengthen networking, coordination, and partnerships among stakeholders, including government departments, and civil society organizations.
Project Geography: SAATHII will implement the project in ten states and union territories (Tamil Nadu, Kerala, Andaman and Nicobar Islands, Puducherry, Karnataka, Andhra Pradesh, Telangana, Haryana, and Punjab) through five SR partners.
SAATHII is seeking an experienced and dynamic public health professional to lead Monitoring, Evaluation and Strategic Information functions for its Global Fund-supported HIV program. The position will provide strategic leadership and technical oversight for monitoring, evaluation, data management, analytics, reporting, knowledge management, and data use across all grant components. The incumbent will play a critical role in strengthening evidence-based program management and supporting India's efforts to achieve the national goal of Ending AIDS and accelerated 95-95-99 targets.
The successful candidate should possess proven experience in managing monitoring and evaluation systems for large-scale public health programs, strong analytical and leadership skills, and demonstrated ability to work with government systems, donors, development partners, and implementing agencies.
Specific Job Responsibilities of the Position
1. Strategic Leadership of Monitoring & Evaluation Systems
• Provide overall leadership for the design, implementation, strengthening, and continuous improvement of Monitoring, Evaluation, Accountability and Learning (MEAL) systems across all program components.
• Ensure effective tracking of program inputs, outputs, outcomes, and impact indicators in alignment with Global Fund Performance Frameworks, NACO priorities, and national HIV program objectives.
• Anticipate emerging monitoring and reporting needs and develop innovative solutions to strengthen program performance monitoring and accountability.
• Develop and implement systems to track grant performance against approved targets, milestones, and indicators.
2. Data Management, MIS and Strategic Information Systems
• Lead the development, strengthening, and management of Management Information Systems (MIS), databases, dashboards, reporting tools, and data management processes.
• Establish robust systems for data collection, validation, analysis, storage, reporting, and utilization across all grant-supported interventions.
• Ensure timely, complete, and accurate reporting of program data through national information systems, including SOCH, and other donor reporting platforms.
• Coordinate with NACO and relevant stakeholders on strategic information and SOCH-related technical issues, reporting requirements, data reconciliation, and system enhancements.
• Develop mechanisms for routine monitoring of data quality, completeness, and timeliness and ensure consistency between project MIS, SOCH, and donor reporting systems.
• Establish interactive dashboards and performance monitoring tools at national, state, district, and facility levels to support real-time program monitoring and decision-making.
• Promote the use of digital technologies and data systems to improve program efficiency and effectiveness.
3. Program Monitoring, Analytics and Data Use
• Lead routine and advanced analysis of program data to assess performance, identify trends, implementation bottlenecks, and opportunities for improvement.
• Generate analytical reports, scorecards, dashboards, presentations, and strategic briefs for management, government, donors, and other stakeholders.
• Facilitate data-driven decision-making by translating program data into actionable recommendations.
• Lead periodic performance reviews and support program teams in developing corrective actions and improvement plans.
• Build a culture of data use and accountability across all levels of implementation.
4. Data Quality Assurance and Compliance
• Develop and oversee implementation of comprehensive Routine Data Quality Assurance (RDQA) systems in accordance with Global Fund and national guidelines.
• Lead routine data verification exercises, data quality assessments, supportive supervision visits, and reporting audits.
• Ensure compliance with donor reporting requirements, organizational policies, and national standards related to monitoring and evaluation.
• Monitor implementation of recommendations arising from audits, reviews, and assessments and ensure timely corrective actions.
5. Capacity Building and Team Management
• Lead recruitment, supervision, mentoring, and performance management of M&E personnel at national and state levels.
• Provide technical guidance and support to M&E Managers, program teams, SRs, SSRs, CSCs, and partner organizations.
• Develop and implement annual M&E capacity-building plans focusing on monitoring systems, data quality, analytics, data visualization, and data use.
• Conduct trainings, workshops, mentoring visits, and review meetings to strengthen M&E capacities across all implementation levels.
• Develop annual, quarterly, and monthly workplans and performance objectives for the M&E team.
6. Reporting and Knowledge Management
• Ensure timely and high-quality reporting to the Global Fund, NACO, State AIDS Control Societies (SACS), NHM, and other stakeholders.
• Lead preparation of donor reports, management reports, performance updates, review presentations, and strategic information products.
• Develop and disseminate best practices, lessons learned, case studies, and knowledge products to support program improvement and learning.
• Support documentation of innovations, successful interventions, and program achievements.
7. Stakeholder Coordination and Representation
• Serve as the primary M&E and Strategic Information focal point with NACO, SACS, NHM, Global Fund, Local Fund Agent (LFA), technical agencies, development partners, and implementing organizations.
• Strengthen alignment between project monitoring systems and national reporting frameworks and requirements.
• Coordinate with government and partner agencies to address data-related challenges, improve data quality, and strengthen utilization of strategic information for program management.
• Participate in technical working groups, review meetings, consultations, and national forums related to HIV monitoring, strategic information, surveillance, and elimination of vertical transmission of HIV and syphilis.
• Represent the organization and project at state, national, and international forums as required.
• Interact independently with senior leadership from NACO, NHM, Global Fund, development partners, professional associations, and implementing agencies.
8. Research, Evaluation and Learning
• Support operational research, assessments, surveys, evaluations, and special studies required under the grant.
• Promote evidence generation and learning to strengthen program effectiveness and inform policy and programmatic decisions.
• Collaborate with academic institutions, technical agencies, and government stakeholders on strategic information and research initiatives.
9. Other Responsibilities
• Undertake any other duties and responsibilities assigned by the organization to support effective grant implementation and achievement of program objectives.
Qualifications and Skills:
• Postgraduate (PHD, MPH or others) in Epidemiology/ Public health, Statistics, or allied fields and at least 10 years’ experience in working on Monitoring and Evaluation components in public health
• Strong background and understanding of the Public health system in India and experience in working on M&E systems for large scale public health programs
• Proven experience and expertise in monitoring and evaluation areas, data management systems/ methods, data analysis, data interpretation and data use
• Comprehensive and in-depth knowledge of public health data systems, and HIV program and indicators, including technical components and program implementation
• Strong experience in and acumen in advanced data analysis (using SPSS, STATA or other analytical software) and for use of data (statistical inference) for program improvement and strategy formulation
• Strong IT skills, including advanced excel, VB, SPSS, STATA and other software
• Demonstrated experience in designing and managing MIS platforms, dashboards, data quality systems, and performance monitoring frameworks.
• Strong experience in data analysis, interpretation, visualization, and report writing.
• Proven experience in leading multidisciplinary teams and capacity-building initiatives.
• Ability to work independently and as a team player in a complex, multicultural environment
• Proven ability to train and mentor staff in program and technical areas and on evidence-based decision making
